The proposed <br />density was previously approved by North End PUD. Case #14- 030-FP <br />• Applicant, Owner and Representative: Chad Kipfer <br />• Case Manager: Sean McCartney, Principal Planner <br />Public Notice Certification: <br />Published in the Boulder Daily Camera on October 26, 2014. Posted in City Hall, Public Library, <br />Recreation Center, Courts, and Police Building and mailed to surrounding property owners and <br />property posted on October 24, 2014. <br />Conflict of Interest and Disclosure: <br />None stated. <br />Staff Report of Facts and Issues: <br />McCartney presented from Power Point. <br />• This item was continued from the November 13, 2014. It is part of the North End Phase <br />II and was approved under the North General Plan Development (GDP) in 2006 for 42 <br />multi -family units and Blocks 12 and 15. Block 12 has 36 units in three 12-plex <br />buildings, oriented toward Hecla Way, and windows and recessed patios will be facing <br />Hecla. It will have detached sidewalks, parking in the rear of the property, detached <br />enclosed garages and surface parking, and 29% landscaping on the site. <br />• Block 15, far west, has one 6-plex townhome building, oriented toward Hecla Way, <br />architecture similar to townhome design in Phase 1, detached sidewalks, parking in rear <br />off a private drive, and tuck under two -car garages which act as buffer to single family <br />residences. Both Blocks are within walking distance to King Soopers. <br />• Blocks 12 and 15 have similar architecture design treatments as the single family <br />residences in Phase II with tilted roofs, stucco, horizontal wood siding with steel awning, <br />aluminum windows, stack bond block material at base, and 40' in height (highest pitch <br />as allowed in GDP). <br />• The townhomes will have open floor plan, large windows and skylights, southern facing <br />outdoor space, porches, front courts with fencing, and each unit uniquely painted. <br />• Traffic and access from existing roadways of Hecla, Blue Star Lane, Sweet Clover Lane. <br />Block 12 is alley loaded; Blockl5 accessed by private drive. <br />• Parking for Block 12 is covered garages and surface parking between the three <br />buildings. Parking for Block 15 is off private drive to garages. <br />Staff recommends approval of the final PUD for Blocks 12 and 15 with the following condition: <br />1. The applicant shall modify the plan based on comments provided in the Public Works <br />Memo dated November 5, 2014 prior to City Council. <br />Commission Questions of Staff.• <br />Rice says that this seems consistent with GDP and consistent with the applicable Standards <br />with no waivers requested. <br />McCartney answers affirmative. <br />Moline asks about 4' or 5' sidewalks? <br />McCartney says the architect can answer. <br />
