Planning Commission <br />Meeting Minutes <br />January 8, 2015 <br />Page 2 of 23 <br />Regular Business — Public Hearing Items <br />➢ Moov Fitness Studio: Resolution No. 1, Series 2015 - A request for a Special <br />Review Use (SRU) to allow for the operation of a private fitness studio with retail <br />sales in the Commercial Business (CB) zone district at 1817 Hwy 42. <br />• Applicant, Owner and Representative: Brandon Terry <br />• ❑Case Manager: Lauren Trice, Planner I <br />Public Notice Certification: <br />Published in the Boulder Daily Camera on December 21, 2014 and posted in City Hall, Public <br />Library, Recreation Center, Courts, and Police Building and mailed to surrounding property <br />owners and property posted on December 19, 2014. <br />Conflict of Interest and Disclosure: <br />None stated. <br />Staff Report of Facts and Issues: <br />Trice presented from Power Point. <br />• Zoned Commercial Business (CB) and application is for a private fitness studio with <br />primarily CrossFit classes and limited retail sales. It will be located in the former Trek <br />building beside the recently approved CorePower Yoga. <br />• The SRU is required for private studios in the commercial zone business district. This is <br />being presented because of the residential sensitive areas. <br />• Primary access is from Highway 42 and South Boulder Road. <br />• Louisville Municipal Code § 17.40.100.A lists five criteria to be considered by the <br />Planning Commission in reviewing a Special Review Use application, which follow. The <br />Planning Commission is authorized to place conditions on their recommendation of <br />approval, if they believe those are necessary to comply with all of the criteria. <br />• Staff finds that the proposed use is consistent with the criteria for approval of a special <br />review use. The private fitness studio will fill a vacant commercial space, provide a <br />community service to the Louisville citizenry with no foreseeable adverse effects on the <br />surrounding neighborhood. <br />Commission Questions of Staff - <br />None. <br />Applicant Presentation: <br />Brandon Terry, 2213 Park Lane, Louisville, CO 80027. <br />Class A finishes to include functional finished gym area, entry used as retail space and check -in <br />area, installation of two treatment rooms for massage and acupuncture with an office, and a <br />small kids play area. <br />Commission Questions of Applicant: <br />Pritchard asks about hours of operation. <br />Terry says hours are listed in packet and vary throughout the day. Open at 5:30 am to 8:30 am, <br />then lunch class, and mostly afternoon operation between 4:00 pm to 8:00 pm. <br />Public Comment: <br />None. <br />Summary and request by Staff and Applicant: <br />Staff recommends approval. <br />Closed Public Hearing and discussion by Commission: <br />
