Planning Commission <br />Meeting Minutes <br />July 9, 2015 <br />Page 17 of 17 <br />Moline says the blight survey is done and City Council has already approved it. What is being <br />asked of us is, "does this plan give us the tools to address the blight that is present on this <br />property now?" <br />DeJong says the objectives of the Urban Renewal Plan and the tools to do that, so do they <br />match up with the Comp Plan. <br />Brauneis says it would be comfortable me to want to hide behind the real concerns of property <br />rights, the use of eminent domain, and the fact that these covenants were put into place <br />between consenting parties previous to now. I think when we look at it, the bigger question of <br />what is best for the City and whether this meets the spirit of the Comp Plan, it is clear to me that <br />anything we can do is better for the City. I am in support of it. <br />O'Connell says I believe the plan as presented here tonight gives us the power and options to <br />implement the stated policies and principles of the Comp Plan. <br />Motion made by Rice to approve Resolution No. 23, Series 2015, seconded by O'Connell. Staff <br />will put together a communication for it. We want to reflect what PC wants addressed in that <br />study session. <br />Russ says that the Planning Department has a development review board. It is very full. At the <br />October, November, and December meetings, the PC will see a lot of land development. There <br />may be dual sessions because we have direction from City Council for both the McCaslin Small <br />Area Plan to start their survey and for the South Boulder Road Small Area Plan coming forward. <br />Items Tentatively Scheduled for the regular meeting August 13, 2015: <br />➢ 2000 Taylor — GDP Amend and Final PUD: A request for an amendment to the existing <br />Business Center at CTC GDP for a rezoning from PCZD-C, to PCZD-I, and a final <br />planned unit development (PUD) plan for a 120,877 SF single story Industrial/Flex <br />building with associated site improvements.. Case #15-013-FP/ZN <br />• Applicant, Owner and Representative: Etkin Johnson <br />• Case Manager: Sean McCartney, Principal Planner <br />Adjourn: Motion made by Brauneis to adjourn, seconded by O'Connell.
