Staff posted the sign on July 24, 2015 with the wrong date. <br />The sign said Thursday, August 15, 2015. It was brought to Staff's attention on Wednesday, <br />August 5, 2015 and Staff changed the signs on August 5. It was published in the newspaper <br />with the correct date and sent to surrounding property owners with the correct date. Staff asks <br />Planning Commission (PC) if they feel there has been appropriate posting notification. Moline <br />asks from Staff's prospective, does Staff have a recommendation. Staff spoke with the City <br />Attorney regarding this and he feels it has been appropriately posted and notified. The City <br />Attorney says it is up to the PC. Russell says he is fine to proceed. The PC feels there has <br />been adequate notice. <br />Published in the Boulder Daily Camera on July 26, 2015. Staff is working with Louisville Sustainability Advisory <br />Board (LSAB). <br />The intent of the community garden is to: <br />• Provide an additional community garden for Louisville citizens. <br />• Provide citizens at Lydia Morgan senior housing an opportunity to garden. <br />• Address a recreational/sustainability trend strongly desired by Louisville residents. <br />The goals of the project are to: <br />• Adhere to the goals of the City's Comprehensive Plan. <br />• Conform to the intent of the Parks, Recreation, Open Space, and Trails (PROST). <br />• Foster a sense of belonging. <br />• Provide a strong social network. <br />• Promote healthy food and a healthy lifestyle. <br />• Reduce the cost of food transportation by locally sourcing food. <br />• Enhance sustainable practices. <br />The development standards are: <br />• Up to 45 plots, types and sizes to vary. <br />• Raised garden plots for handicap access. <br />• Located 10' from property line. <br />• Operated by a Garden Association. <br />• Gardeners responsible for maintenance and upkeep. <br />• Parking along streets. Bike racks on NW corner, <br />• 8'x10' storage sheds on both sides to store tools and some basic materials. <br />• No pets allowed <br />• Open dawn to dusk 7 days a week <br />• No artificial lighting <br />• Up to 3 special events per year <br />Special Review Use Criteria <br />• Five Criteria: <br />1. Consistent with Comp Plan <br />2. Lend Economic Stability, compatible with character of surrounding areas <br />3. Use is adequate for internal efficiency <br />4. External effects are controlled. <br />5. Adequate amount of proper pedestrian and vehicular circulation. <br />• Staff feels all Five Criteria are met.
