Planning Commission <br />Meeting Minutes <br />October 8, 2015 <br />Page 19 of 23 <br />➢ Planning Commission Annual Work Goals: The City Council and Planning <br />Commission Study Session is scheduled for Tuesday, October 27, 2015. <br />Russ says in the packet, you see a Draft memo that is representative of the communication that <br />will go to City Council for a Joint Annual Study Session. We've had 30 applications in the last <br />year, 6 of which were legislative actions that Staff brought forward. The purpose of the Study <br />Session is to review goals and review workloads, and discuss them tonight with Staff in <br />preparation for your communication with Council to set priorities of what you'd like to see <br />accomplished. <br />Last year, Planning Commission identified the following legislative actions as priorities. The status of the <br />initiative is shown in red. <br />1. Food Truck Ordinance tweak (Golf Course ... 4th of July) — ADOPTED <br />2. Subdivision Re -Plat review process (Planning Commission/City Council vs. BOA) - Staff does not <br />believe this is necessary. The previous administration did not properly present the role of the <br />Board of Adjustment, Planning Commission, and City Council. <br />3. Update Tele-Communication / CMRS (include a capacity component) - The project was delayed <br />because an involved public outreach is needed with consultation design support. <br />4. Dark Sky Ordinance — In process ... scheduled for December Planning Commission <br />5. Customize (simplify) Enclave Annexation Procedures Create a Live / Work use group and <br />consider allowing in Downtown - ADOPTED <br />6. Update Industrial Development Design Standards and Guidelines - Sign and landscape <br />standards (may be limited by staff capacity) - Tied to Small Area Plan completion. <br />7. Definition of grade as it impacts building height measurements — ADOPTED <br />Additional LMC items identified by staff needing attention: <br />1. Update downtown parking regulations and payment in -lieu as directed by the Downtown Parking <br />Action Plan. Comprehensive public outreach needed. <br />2. Day Care Use Chart changes - Consider either removing the reference to maximum number by <br />creating a general statement that the Day Care Center shall comply with the regulations set forth <br />by the State Department of Health or see if the State Department will assist in drafting language. <br />3. Accessory structures - should include how sheds under 120 square feet are handled. <br />4. Setbacks for sheds. <br />5. Attached / detached garages — Are they interpreted as a principal or accessory structure in terms <br />of height and setbacks in Old Town? What makes a structure accessory in terms of attachment / <br />detachment? What makes a structure part of the principal structure? <br />6. Parking requirements and SRUs —Currently missing link between 17.20.010 E and Section <br />17.20.020. SRUs are therefore not required to meet 17.20.020. <br />7. Creating a use category for Fitness Centers/Gyms. <br />8. Change the comprehensive plan update for 4 years to 10 years. In process ... scheduled for <br />October Planning Commission. <br />9. Tree preservation program. <br />Added to the above list is short term rentals, Airbnb, and how you regulate that. Boulder is <br />going through that discussion now. We have had citizen inquiries and concerns. Planning is <br />working with code enforcement to address those concerns. The City Manager has put that on <br />the City Council agenda as a study session item. Finance has done a sales tax analysis of <br />potential risks and we have a presentation. The first study session is Tuesday, November 3, <br />2015. <br />Staff and PC have three long range planning initiatives, the Historic Preservation Master Plan, <br />the South Boulder Road Small Area Plan, and the McCaslin Small Area Plan. They are in the <br />forefront of what we are getting done. They are coming to fruition in November for SOBORO <br />with presentation of alternatives and data behind them. McCaslin will be in early spring 2016. <br />
