Planning Commission <br />Meeting Minutes <br />December 10, 2015 <br />Page 11 of 29 <br />COMMERCIAL: <br />Includes office, neighborhood retail, flex artisan space with is commercial, close proximity to the <br />roadway, and complies with CDDSG and Comp Plan. <br />ARCHITECTURE: <br />Second submittal, commercial. Foundry building broken into three components (south, center, <br />north) with rooftop patios and a center atrium. Design elements and use similar to The Source <br />in downtown Denver. Has high center atrium with several units coming off. Applicant anticipates <br />restaurants. It is 35 feet in height, 14,110 sf, and has flex artisan space. North and south <br />components are 28.5 feet in height and two stories. Reduced overall glazing but included <br />material to coexist with Foundry. There are corrugated steel, metal frame windows, and step <br />backs and setbacks from entrance. <br />RESIDENTIAL: <br />Second submittal 32 total units. <br />• 24 age -restricted, 55 years and older. <br />• 8 non -restricted units. <br />• 35 feet maximum height. <br />• Good buffer between commercial and existing residential. <br />• BVSD says 8 unrestricted units will result in 1 student at Louisville Elementary School, 0 <br />students at Louisville Middle School, and 1 student at Monarch High School. <br />Residential broken into ground plane, middle plane, and top plane, each having a <br />purpose. <br />o Ground plane — more pedestrian -oriented, facing the roadways, active with <br />sidewalks nearby. <br />o Second plane — patio area for users. <br />o Top plane — compatibility with use and architecture and stepped back. <br />Architectural treatments provide shading and articulation and step back. <br />Compatible with same Steel Ranch type of architecture in residential units and <br />apartments. <br />PARKING: <br />Residential <br />• In LMC, 2 spaces required per unit. <br />• 32 units require 64 spaces. <br />• Enclosed garage spaces. <br />Commercial <br />• 165 spaces. <br />• CDDSG requires 4.5 spaces per 1,000 sf for retail commercial. <br />• 5.16 spaces per 1,000 sf if measured at 85% gross leasable area (GLA) of 31,960 sf. <br />• 4.4 spaces per 1,000 sf at 37,600 sf (6 spaces less than required). <br />• Waiver approved through LMC multi -tenant reduction, public easements in excess of <br />public land dedication, and exceptional design. <br />LANDSCAPING: <br />• Waiver request to reduce amount of street trees. <br />• Requested because of existing easements and powerlines. Referral letter from Xcel <br />requesting they approve landscaping before planted. <br />• Staff believes alternatives can be achieved in speaking with easement owners. <br />• Applicant shall continue to work with staff on final tree placement. <br />Staff Recommendations: <br />Staff recommends approval of Resolution No. 39, Series 2015, with following conditions: <br />1. The 24 deed -restricted condominiums shall be for ages 55 and older. The 55 years and <br />older age restriction shall be placed on the deed of each age -restricted unit and shall also <br />be included in the subdivision agreement. <br />
