Planning Commission <br />Meeting Minutes <br />April 14, 2016 <br />Page 12 of 19 <br />Staff Report of Facts and Issues: <br />Trice presented from Power Point: <br />• Applicant not present. <br />• Located in NW corner of Colorado Technology Center along Taylor Avenue <br />• Lots 11 &12, Block 1, Business Center at CTC General Development Plan <br />• 10.77 acres, zoned PCZD-1 (Planned Community Zoned District Industrial) <br />• Not a request for rezoning but a request to change the sub area for Lots 11 & 12, Block <br />1 and expand the list of allowed uses. It would match allowed uses on Lot 1-5, Block 1. <br />• Current Allowed Uses: <br />o `Area to be used only for office, industrial, or research/office and corporate uses. " <br />• Proposed Allowed Uses: <br />o "Area to be used only for office, industrial, or research/office and corporate uses. <br />• The following uses are uses by Special Review...: <br />o Restaurants, indoor eating and drinking establishments, outdoor dining and other <br />food service uses including but not limited to: delicatessens, catering facilities, <br />banquet rooms, meeting rooms, and <br />o Medical and dental clinics and financial institutions, and <br />o Studios for professional work or teaching of any form of fine arts, photography, <br />music, drama or dance..." <br />• If approved, the applicant intends to proceed with a PUD and SRU application for the <br />proposed wedding/event center on Lot 12. <br />Staff has analyzed the request. <br />• 17.72.060 <br />A broader list of allowed uses will not "affect an increase in the permitted gross density <br />of dwelling units or result in a change in character of the overall development plan" <br />• 2013 Comprehensive Plan <br />The Colorado Technology Center (CTC) is a Special District which includes "a mix of <br />industrial, office, and research and development facilities". The addition of catering and <br />banquet facilities, along with other listed uses, has the potential to benefit the whole <br />CTC. <br />• City of Louisville Zoning Map <br />Retaining the PCZD-1 zoning and expanding the allowed uses will be consistent with the <br />properties to the south and east. The additional uses will be evaluated through a <br />Special Review Use, on a case by case basis, for their compatibility with the surrounding <br />neighborhood. <br />Staff Recommendations: <br />Staff recommends Planning Commission move to approve Resolution 09, Series 2016, a <br />request for an amendment to Lots 11 & 12, Block 1 of the Business Center at CTC General <br />Development Plan to allow for a Wedding Event Center on Lot 12. <br />Commission Questions of Staff.- <br />Tengler asks if there is any reason why we would not look at the adjoining block to the right and <br />do the same consideration. Regarding the lot to the north and east of this block, are we likely to <br />get a similar request from it? <br />Trice says we could, but we chose to add Lot 11 is because it is a vacant lot. The lot to the <br />north and east is Lockheed Martin and Pearl Izumi. <br />Hsu asks about the property to the south and east that is colored orange. What are the allowed <br />uses of the orange? Is that land all built out? Can I get a list of allowed uses on the orange and <br />how it is different from purple and green? <br />Trice says it has a different list of uses. I would need to pull out the GDP to list it all. Most of the <br />orange colored land is built out. I believe the green which includes Lockheed Martin and Pearl <br />Izumi is the most restrictive. The orange area is area to be industrial CTC, city or other <br />
