Posted in City Hall, Public Library, <br />Recreation Center, and the Courts and Police Building and mailed to surrounding property <br />owners and property posted on April 21, 2017. <br />Staff Report of Facts and Issues: <br />Dean presented from Power Point: <br />• PUD originally approved in 2006 <br />• Block 10 in Planning Area 4 of the North End GDP <br />• Amendment only to Parcel B <br />o Partial A under construction <br />o Parcel B designated for multifamily buildings <br />• Propose to change design of building to reflect the more current trends in architecture in <br />North End <br />o Carports will be added, single loaded garages, double loaded garages <br />o Some surface parking, will exceed parking requirement based off number of <br />multifamily units <br />o Required to have 90 parking spaces, will have 97 spaces <br />o Garages will reflect colors and materials used in multifamily buildings <br />o Carports will be open air structures with fence -like design along the bottom <br />• Partial Easement Vacation Request <br />0 20' exclusive city utility and access easement that runs down the center of the <br />property and on parts of the plat <br />o Plat note requires a 10' maintenance easement on either side of the utility <br />easement <br />■ Intent is to give the City additional area to store equipment and materials <br />■ Intent was not to preclude development <br />■ Working with City Engineer to clarify the intent of easement language for <br />future plats <br />■ Vacate the portion that would be covered by garages <br />■ City Engineer has agreed that it is appropriate in this area <br />■ Will be vacated by ordinance by City Council <br />• Plat Note 14 of the North End, Block 10 Second Replat Subdivision <br />Staff Recommendations: <br />Staff recommends Planning Commission move to approve North End, Block 10 PUD-3rd <br />Amendment, Resolution No. 09, Series 2017. A request for a 3rd Amendment to the North <br />End, Block 10 PUD to modify the elevations of the multi -family buildings, modify the parking lot <br />layout, add additional carports & garages, and provide elevations for the carports and a request <br />to vacate a portion of the 10-foot maintenance easement referenced under Plat Note 14 of the <br />Block 10, Second Replat Subdivision. <br />1. Prior to City Council approval, the applicant shall provide the legal description and <br />exhibit identifying the areas excluded from the 10-foot maintenance easement under Plat <br />Note 14. <br />
