Posted in City Hall, Public Library, <br />Recreation Center, and the Courts and Police Building and mailed to surrounding property <br />owners and property posted on May 19, 2017. <br />Staff Report of Facts and Issues: <br />Zuccaro presented from Power Point: <br />• Louisville Center for the Arts (1894) Landmarked - Resolution No. 33, Series 2005 <br />• Existing pool house constructed 1972 <br />• Proposal includes new pool house separated from Center for the Arts <br />• Zoned Residential Low Density (RL) and Old Town Overlay <br />• Complies with Old Town Overlay except site and rear setbacks and roof pitch <br />o Alley encroachment <br />• Existing and proposed pool deck and site wall extend into alley right-of-way <br />• Dumpsters are located in right-of-way <br />• Requested waiver for enclosure <br />o ADA Accessibility compliance <br />Landscape improvements around entrances <br />• Detached pool house with 8'8" breezeway <br />• Streamlined one-story pool house with low pitched roof <br />• Pool house "differentiated from the old" <br />• Design approved by HPC alteration certificate <br />Requested Waivers <br />1. 6:12 roof pitch requirement - staff supports <br />2. Rear setback — staff supports <br />3. 10' wide buffer planting strip - staff supports <br />4. Dumpster screening — staff does not support <br />5. Principal structure separation — no waiver required <br />Special Review Use Criteria <br />1. Staff finds the proposal meets all criteria. <br />Staff Recommendations: <br />Staff recommends Planning Commission move to approve Memory Square PUD and SRU, <br />Resolution No. 12, Series 2017. A resolution recommending approval of a Planned Unit <br />Development (PUD) and Special Review Use (SRU) to allow for construction of a 2,800 SF <br />open-air pool house with associated site improvements at Memory Square Park. <br />with the following conditions: <br />1. Revise the Owner's Signature Block on the cover sheet to be Malcolm Fleming, City <br />Manager, prior to City Council Public Hearing. <br />2. Remove rationale for waiver requests from the cover sheet and include in separate letter <br />prior to City Council Public Hearing. Remove waiver request regarding building <br />separation from the application and cover sheet prior to City Council Public Hearing. <br />3. Work with staff to revise the zoning table on the cover sheet with accurate numbers for <br />lot coverage and floor area ratio prior to City Council Public Hearing. <br />4. Relocate dumpsters out of the alley right-of-way and provide an enclosure per the <br />requirements in the CDDSG prior to City Council Public Hearing. <br />5. Address the comments in the Public Works Memo dated May 26, 2017 prior to City <br />Council Public Hearing. <br />Commission Questions of Staff. - <br />Rice asks why the City is resisting screening the dumpsters. <br />Zuccaro says there are site constraints. There are utility boxes and a little courtyard behind the <br />Center for the Arts that they hope to turn into a garden area. <br />
