Planning Commission <br />Meeting Minutes <br />June 8, 2017 <br />Page 4 of 27 <br />Martin says the dumpsters service the Arts Center which operates 12 months. Memory Square <br />pool operates 3 months. Memory Square does not generate the majority of the trash. The Arts <br />Center is the primary user of the dumpsters. Can we downsize and still meet the needs? The <br />janitorial services remove the trash as they service the pool. <br />Rice asks how much space is needed to get the dumpsters out of the alley and screened. <br />Andren-Wise says the dumpsters are 8' long, so 2' beyond and 3' in front. 13' depth total. It <br />would extend halfway into the alley if kept in the alley. <br />Rice asks if moving the building 13' is feasible. <br />Andren-Wise says no. It would not meet the program. There is an existing mechanical room <br />that cannot change because equipment will not be changed. The men's and women's locker <br />rooms are replaced but match the number of showers. The toilets will be updated to meet <br />plumbing code. The breezeway itself is 10' wide. The current one is 10' wide and as minimum <br />as Staff wishes for pedestrian flow. There is a small lifeguard office, a family change suite, and <br />Staff and storage space. The vision for the back of the Arts Center is a garden to be used for <br />social gatherings. The dumpsters are currently on the corner of the pool and steps to the Arts <br />Center basement. <br />Public Comment: <br />Howard Pollock, 834 Lincoln Street, Louisville, CO <br />My property backs to the pool. My suggestion is to remove the trees because they are messy <br />and the City does not clean them up. The leaves end up in my carport. The dumpsters could be <br />moved to the side of the transformers. When the Arts Center puts on performances, they tear <br />down their stages or scenery in the alley. I use a magnet to pick up nails because they do not <br />remove them. Will the shower rooms will be open? <br />Zuccaro says there is an opening between the top of the wall and the roof, an open air <br />construction. <br />H Pollock says they had that previously. The raccoons loved it and it turned into a mess. They <br />had chain link fence across it. When the raccoons urinated, it went down the walls. This is why <br />they closed it in. <br />Zuccaro says there will be a screen in the opening. We don't want animals in there. It will be <br />constructed to keep animals out but let air flow in and out. <br />Mary Anne Pollock, 834 Lincoln Street, Louisville, CO <br />When they talk about making a place behind the Arts Center to have functions, will they put a <br />wall there? The alley is busy with car traffic, especially when the children are swimming. I think it <br />is a dangerous situation. I have seen children playing out there and climbing trees. I think there <br />should be a barrier or wall between the alley and the area. The dumpsters should be placed <br />elsewhere so there is more room. I have noticed that the Arts Center does put a lot of big stuff in <br />them. In the summer, there is also Memory Square park trash that goes in them. The swim meet <br />trash goes in them. In a 3 month period, there is a lot of trash in the dumpsters. Talking about <br />the open air shower rooms, it is not that the animals get in, it is what they do. We have called <br />Animal Control to trap raccoons. They put cages out, the raccoons are caught, and they scream <br />for a day and a half before they are removed. <br />Hsu says can someone comment about raccoons urinating in the pool area. <br />Martin says the current building has had significant damage done by raccoons, both urinating <br />and defecating on the roof. We have done substantial mitigation. <br />Hsu asks if the new design will have the same issue. <br />Andren-Wise shows a detail to prevent raccoons from climbing on the roof. I am sketching a <br />way to eliminate a ledge. I think this is a good point. We have been focusing on preventing them <br />from getting into the structure, not them on the roof. <br />Brauneis says with the exception of the possibility of trash generation management, it appears <br />the only option is to move them over into the Arts Center space. Do you see any other options? <br />Zuccaro says keeping the current site plan lay -out, the garden area is an option where there <br />are transformers and landscaping.
