Planning Commission <br />Meeting Minutes <br />July 13, 2017 <br />Page 11 of 12 <br />Motion made by Moline to approve Water Treatment Plant, Resolution 17, Series 2017. A <br />resolution recommending approval of a request for a final plat for unplatted property and a final <br />Planned Unit Development and Special Review Use to allow additional improvements at the Sid <br />Copeland Water Treatment Plant, with one condition, <br />1. The applicant shall comply with the Public Works memo dated June 30, 2017 prior to the <br />public hearing before City Council. <br />2. Planning and Public Works staffs work to modify the landscaping plan such that it <br />addresses the neighborhood issues <br />seconded by Rice. Hsu returns to chambers. <br />Summary of Planning Commission Development Review Audit <br />Zuccaro says this is a scheduling question. When do we want to come back and talk about the <br />audit? We mentioned the August or September meetings. The future August agenda will be full <br />and busy. Perhaps September will be better. <br />Rice says Kristin Dean took a poll of attendance over the next three months. There were only <br />four of us who attended the work session. It is important that those four people be in attendance <br />in order to have a meaningful discussion. That would be Pritchard, Hsu, Sheets, and me. <br />Zuccaro says let's communicate with email. We would like to encourage those commissioners <br />who did not participate to have an opportunity to do it as well. <br />Rice says let's tentatively schedule it for September. We want to have a good discussion. <br />Planning Commission Comments: <br />Sheets says I will not be attending the August meeting, but will be for the September meeting. <br />O'Connell says I appreciate the tables in the Staff reports. They are helpful to see a breakdown <br />step by step. <br />Staff Comments: None. <br />Items Tentatively Scheduled for the regular meeting: August 10, 2017 <br />➢ St. Louis Parish General Development Plan Amendment: A request for a First <br />Amendment to the St. Louis Parish and Commercial Park GDP to; a.) allow for a church <br />with associated auxiliary facilities, including but not limited to outdoor worship areas, <br />administrative offices, child care center, sports and multi -use fields, outdoor recreation, <br />gathering areas, and storage facilities as permitted uses within Zone 2; b.) increase the <br />Floor Area Ratio allowed in Zone 2C from .20 to .245 and to be "blended" where <br />development occurs in two or more zones; c.) limit retail development to 70,000 square <br />feet; d.) allow for each parcel to be platted and address public land dedication <br />requirements independently rather than collectively at the time the first parcel develops; <br />e.) amend the "Planned Community Zone District Agreement" to reflect the proposed <br />changes (ZON-0067-2017) <br />➢ Fed EX Planned Unit Development: A request for a Planned Unit Development to <br />allow the construction of a 108,889 square foot single story building and associated site <br />improvements for a Fed Ex Express Boulder County Van Facility. (PUD-0059-2017) <br />
