Planning Commission <br />Meeting Minutes <br />August 10, 2017 <br />Page 3 of 19 <br />PRIMARY ACCESS <br />• The plans show the primary public access for customers using the shipping center off <br />CTC Blvd near Taylor Avenue, shown in purple. Access off the western portion of Taylor <br />Avenue will serve large trucks delivering packages to and from the facility, shown in dark <br />red, and three additional employee and van access locations shown in green. The plans <br />include pedestrian access to the public portion of the building near the corner of CTC <br />Blvd and Taylor Avenue. <br />ARCHITECTURE <br />• The PUD proposes a building constructed with tilt -up concrete painted differing shades <br />of gray and purple and includes smooth and textured surfaces. The design of the <br />eastern and western corners incorporates metal panels. <br />• There are form liners, which are sheeting or material or plastic form, that are laid in <br />concrete to cast with different element material. It includes metal architectural panels on <br />the east and west corners of the structure. <br />• The west elevation has architectural enhancement at the front entry way areas. It has a <br />covered canopy and a large amount of glass window openings. The east elevation <br />includes some windows for architectural detail. It includes some loading doors with metal <br />panels. <br />LANDSCAPING <br />The proposed landscaping on Sheets 9 and 10 of the PUD includes trees along S 1041n <br />Street and Taylor Avenue. Street trees exist adjacent to the site along CTC Blvd. The <br />proposal also includes a mix of deciduous and evergreen trees and shrubs in a more <br />random pattern on the north side of the property and Outlots F and B, which provide <br />screening of the loading docks on that side of the building. The plans provide <br />landscaping compliant with the IDDSG for the access drives, parking lot, and site. The <br />PUD proposes a fence with a wrought iron style and ornamental columns to enclose the <br />operational areas of the site. <br />ENTRY FEATURE <br />• Ordinance 1725 requires the applicant to provide an entry feature on Outlot C. Shown on <br />the PUD is the sign included on the City's wayfinding plan, subject to approval by City <br />Council (CC) as part of the PUD. <br />ANALYSIS <br />Ordinance 1725: A. <br />The development on the property shall provide for landscaping and berming within <br />Easement Area No. 2 and Outlot C meeting the standards of the CDDSG. <br />o Ordinance 1725, condition A, includes several provisions that apply to this <br />development. It requires landscaping and berming in Easement Area No. 2 and <br />Outlot C meet the standards of the CDDSG. Staff finds the application meets this <br />condition. The fence material is of high quality and the ornamental columns provide <br />visual interest. The landscape plan works to blend the existing native landscape in <br />the area with a more enhanced landscape theme. <br />• Application complies with this condition <br />The development shall provide for screening from SH42 of parking areas on the north <br />side of the property. <br />o Staff finds the application meets the second provision of this condition related to <br />screening from SH42 of parking areas on the north side of the property. The LMC <br />defines screening as "decorative fencing, evergreen hedges or earth berms <br />maintained for the purpose of concealing from view the area behind such screening. " <br />While there are no parking areas on the north side of the property, Staff recommends <br />that the access drives be subject to this requirement. Staff determined that the <br />ornamental fence and landscaping along the fence and in the easement and outlot <br />areas meets the intent of this condition. <br />• Application complies with this condition <br />
