She described the public process that led to the current
PUD Amendment before the Commission. In October 2017, the Historic Preservation
Commission heard a request for a landmark, an alteration certificate, and a grant to reface the
original Blue Parrot sign. The applicant is contractually not allowed to keep the sign in its current
condition. City Council considered the request in November and indicated a desire to preserve
the sign intact. The applicant withdrew those applications and submitted new ones that are now
before Planning Commission tonight. City Council will hear the landmark and acquisition and
PUD Amendment requests on February 20, 2018.
Ritchie stated that the application was for approval of a PUD Amendment to establish a sign
program for the property at 640 Main Street. The sign program will consist of a new projecting
sign that will mimic the existing Blue Parrot sign. The proposal notes that, other than the new
projecting sign, all other signs for the property will need to meet the requirements of the
Downtown Sign Manual.
Ritchie presented on the applicant's compliance with Page 27 of the Downtown Sign Manual
Review Criteria:
1. The proposed sign shall be consistent and compatible with the color, materials, and
design of the on -site building;
The proposed sign mimics the existing sign which has been in place since 1955. The
sign will be in the same location and orientation as the existing sign. When the building
was reconstructed in 1988, the design of this sign was considered. There have been
minimal changes to the existing building since that time, and staff finds that this sign is
consistent and compatible with the color, materials and design of the on -site building.
Staff finds the proposal meets this criterion.
