Incident Report - Henry's Bar & Grill <br /> <br />Sergeant Riggins reviewed the police report of an alleged incident that occurred on July 27, 2000 <br />involving an intoxicated pedestrian contacted in an alleyway near Henry's Bar & Grill. The <br />police report noted that the individual stated he had been drinking at Henry's for two hours and <br />had consumed approximately six beers. <br /> <br />Riggins summarized that there were no witnesses that could confirm the amount of alcohol <br />consumed by the patron or the length of time he had been at Henry's. Citations were issued to <br />both the bartender and owner of the establishment. <br /> <br />Sergeant Riggins offered that an additional charge might be appropriate in addition to the <br />"selling to certain persons prohibited." He suggested something that might address the conduct <br />of an establishment. <br /> <br />Member Evans asked if the bartender cited and the off duty bartender, also questioned, attended <br />the police department training conducted at Henry's Bar & Grill. Riggins stated they had both <br />attended the training session. <br /> <br />Chairperson Myers read for members a section of the Liquor Regulations which provides that, <br />"each person licensed under articles 46, 47 and 48 of title 12 and any employee or agent of such <br />licensee shall conduct the licensed premises in a decent, orderly and respectful manner and shall <br />not permit on the licensed premises the serving or loitering of an apparently intoxicated person <br />or habitual drunkard, nor shall the licensee, its employee or agent permit profanity, rowdiness, <br />undue noise or other disturbances or activities, offensive to the sense of the average citizen or to <br />the residents of the neighborhood in which the licensed establishment is located." <br /> <br />Authority members briefly discussed the contents of the police report and the statements of those <br />persons interviewed by police. <br /> <br /> <br />
