LL <br />Cityof <br />Louisville <br />PARKS, RECREATION & OPEN SPACE DEPARTMENT <br />Memorandum <br />To: Recreation Advisory Board (RAB) <br />From: Nathan Mosley, Director of Parks, Recreation and Open Space <br />Date: July 27,2020 <br />Re: Redtail Ridge Development Application Update <br />Purpose <br />The purpose of this memo is to provide an update to RAB on the current status of the Redtail <br />Ridge Development and any relevant information related to the boards role in the development <br />process. <br />Update <br />The application for the Redtail Ridge Development (formally Phillips 66) general development <br />plan (GDP) and Comprehensive Plan Amendment was recently heard by the Planning <br />Commission. That application included land dedications in line with what RAB as well as the <br />Open Space Advisory Board (OSAB) and the Parks and Public Landscaping Advisory Board <br />(PPLAB) provided feedback and direction to the applicant at previous board meetings. The <br />application included roughly 17 acres of park land and 40 acres of open space land as well as <br />several acres for various trails throughout the development and connecting into the regional <br />trail network. <br />At their meeting the Planning Commission voted 6-0 to deny the GDP and Comprehensive Plan <br />Amendments proposed by Brue Baukol Capital Partners. This denial resulted in the applicant <br />and the planning department pausing the Plat phase of the development approval. The Plat <br />process would have been the next step in formalizing the land dedications for parks, open <br />spaces and trails and other public lands within the development. <br />On July 141", City Council voted to approve resolution no. 53 that amended and restates the <br />procedures to be utilized for quasi-judicial hearings at meetings conducted by electronic <br />participation. So this vote will allow development applications like Redtail Ridge to continue on <br />through the process and be conducted electronically. <br />With this decision, the applicant, has decided to take their GDP and Comprehensive Plan <br />application to City Council for consideration. City Council could chose to approve, approve with <br />conditions, remand the application back to Planning Commission and/or other referral boards <br />(not sure if this is true) or deny the application. Their application will be considered at the <br />August 4t" City Council meeting. <br />
