LL <br />Cityof <br />Louisville <br />PARKS, RECREATION & OPEN SPACE DEPARTMENT <br />Memorandum <br />To: Recreation Advisory Board (RAB) <br />From: Nathan Mosley, Director of Parks, Recreation and Open Space <br />Date: July 27, 2020 <br />Re: Financial Update <br />Purpose <br />The purpose of this memo is to provide an update to RAB on the potential financial impacts of <br />the Covid 19 outbreak at the Louisville Recreation and Senior Center (LRC) and Coal Creek Golf <br />Course (CCGC) due to the required closures and ongoing restrictions on operations. The memo <br />also provides an update on the 2021-22 budget process. <br />Background <br />On March 14, 2020, the City closed the Recreation & Senior Center (RSC), the Library, the <br />Museum and Arts Center until Further notice. Two days later, on March 16, the Coal Creek Golf <br />Course (CCGC) was closed as well. These closures were made in an effort to reduce community <br />transmission of the virus consistent with State and local requirements and public health <br />guidance. <br />While the Coal Creek Golf Course was able to reopen on April 25, the Louisville Recreation and <br />Senior Center remained closed through June 30, reopening on Wednesday July, 1. Currently <br />CCGC and the LRC are operating under local, state and federal health guidance. This currently <br />includes requiring facial coverings, capacity restrictions and other social distancing measures. <br />The Senior Center remains closed based on guidance from the state regarding vulnerable <br />populations. <br />These closures and the impacts of Covid 19 have had significant impacts on revenue at both <br />locations and to the city as a whole. In the recent budget amendment that was approved on <br />July 141h by City Council, citywide revenues were decreased by $5,063,080. To help offset these <br />decreases staff worked with the City Manager's Office and identified $2,461,540 in cost savings. <br />The remainder of the revenue decrease will be covered with reserve funds at the direction of <br />City Council. <br />Staff expects Covid 19 will continue to impact the financials at CCGC and LRC due to ongoing <br />operational restrictions and decreases in the amount of guests using the facility. Below are <br />some highlights from the 2020 Amended Budget Document that is attached for your reference. <br />
