Board of Adjustment <br />Meeting Minutes <br />June 17, 2020 <br />Page 4 of 10 <br />Applicant Presentation: <br />Kevin and Chelsea Blanchard, 104 Rose St <br />Blanchard reviews his background for the board, which includes his family and his <br />history living in Louisville. <br />He then discusses the neighborhood. He mentions the following about the <br />neighborhood: <br />• The neighborhood is more than just a single block <br />• The neighborhoods all have a uniform feel made up of primarily brick ranch <br />homes. There are a handful of home expansions that have taken place, including <br />popped tops and others that have pushed back. <br />• Rose Street is made up of exclusively single story brick ranch homes <br />He mentions that they have done some interior remodeling within the home to <br />accommodate the needs for their family, but the existing square footage is no longer <br />sufficient for their family. They have stated that they need the following: <br />• Sufficient bedrooms for the family <br />• A dining space with a large enough table for family and friends <br />• A front porch that allows for family/neighborhood socializing <br />• A mudroom for kids to store shoes/backpacks <br />• The ability to easily park two cars in a garage for safety purposes and to avoid <br />possible hail damage <br />He discusses his options and the pros and cons for accommodating their family's <br />growing needs: <br />• Pop-up to a second story <br />o Pro: Keeps the backyard the same and does not require a variance <br />o Con: Disrupts the feel of the neighborhood <br />• Add to the existing first floor footprint <br />o Pro: Maintains the existing neighborhood feel <br />o Con: Lose a lot of the backyard <br />Keep the home as it is <br />o Pro: No need to rent a second home during the project <br />o Con: Already paid architects for drawing and wasting multiple individuals <br />time <br />• Move out of Louisville <br />o Pro: No need to rent a second home <br />o Con: No longer near grandparents, lose out on Louisville schools, fewer <br />visits to the downtown area, such as Sweet Cow <br />He reviews each criteria and discusses why their request meets each criteria: <br />• Criteria 1: <br />
