Open Space Advisory Board <br />Minutes <br />May 13, 2020 <br />Page 2 of 7 <br />Nathan stated that there were impacts of COVID-19 on City revenue; Rec Center <br />is closed; the Golf Course just re -opened; and that they were looking at budget <br />cuts throughout city. He also stated that they were looking at revenue projections <br />from Finance. <br />Nathan also commented on the Executive Session from last night regarding <br />property under contract at 131 Cherry. Council decided not to move forward to <br />exercise first right of refusal. The property has conservation easement limits that <br />limits building. <br />Nathan provided an update regarding the HWY 42 project. Contractors can't <br />work on wing wall yet or the concrete rock walls because the laborers were <br />quarantined due to COVID-19. The projected completion date is mid -to late July. <br />David asked for an update regarding the Davidson Mesa prescribed burn. Ember <br />stated that the burn has been canceled due for 2020 due to COVID-19. <br />Jessamine asked about the large number of interactions that the Ranger is <br />having with the public due to increased visitation. Since we are no longer hiring <br />the second Ranger is there a way for the second ranger to get support. Ember <br />stated we have a strong relationship with the Police Department and we are <br />linked into dispatch. Field information and calls are being transferred between PD <br />and rangers. However, officers will be dispatched to most urgent calls first so <br />things like nature play (forts, bridges, etc.) and dogs off leash will have to be <br />addressed as time allows. <br />Nathan asked Rob -update on Red Tail Ridge schedule <br />Rob Zuccaro-General development plan both PPLAB and OSAB Boards <br />reviewed concepts and made suggestions which the developer incorporated into <br />their plan. Next step is that it goes to Planning Commission and City Council for <br />public hearing. That is currently scheduled for June 1 V. The sub -division plat will <br />actually formalize land dedications that OSAB reviewed and that will come back <br />to OSAB for additional review in June. <br />6. Board Updates <br />Helen -Walking through Cottonwood Park and saw an owl next alongside the road <br />great family viewing from the park. <br />Charles -Goslings at Warembourg Fishing Pond for viewing. <br />7. Public Comments on Items Not on the Agenda <br />A. Sherry from Palisade Court -People using Davidson Mesa are not wearing <br />masks, no social distancing, no one obeying rules. <br />
