He would anticipate a two-year timeline <br />till occupancy. <br />Commissioner Gorsevski preferred the second option presented, as he likes <br />preservation but not at expense of project being successful. He and Mr. <br />Johnson had a brief discussion about what might be asked from LRC— <br />including utilities and existing above ground power lines running the length of <br />the block in the alley. <br />Commissioner Tofte asked if working on utilities improves access for restaurant <br />take-out. Mr. Johnson said that Steven Tebo said if alley is not improved, it is a <br />nonstarter for him with restaurant tenants. They have discussed <br />undergrounding the lines for aesthetics but also truck and pedestrian access. <br />Commissioner Gambale said the alley discussion speaks to a larger <br />conversation for the City. Improvement could help restaurants be more <br />sustainable. He would like the City to look at impact of improvements to <br />businesses. Senior Planner Lisa Ritchie said staff will continue to work with all <br />businesses along alley to see how it would improve business. Director Pierce <br />noted that underground of such utilities is extremely expensive and the return <br />on investment may be difficult to quantify without taking a very long-term <br />perspective. <br />Mr. Johnson thanked the LRC for their time and input. <br />Discussion/Direction- Participation in Louisville's Recovery & <br />Improvement Program <br />The Economic Vitality Committee (EVC) met on June 19t" and had a productive <br />discussion. They plan to proceed with development of the program though <br />additional discussion will need to occur. The packet contains a summary of the <br />discussion. Director Pierce reviewed the program concept and eligibility factors, <br />including: <br />• Actively licensed, brick -and -mortar businesses within the City of Louisville; <br />• Current on all City accounts; <br />• No restriction on business size; and <br />• Limited to one approved project per business. <br />EVC desired to help most venerable businesses, which is hard to assess. The <br />EVC also determined criteria that would be proposed with the program to City <br />Council. The criteria focus on long-term investments. <br />Agenda Packet P. 5 <br />
