Following a legal challenge, the Colorado Supreme Court ruled the <br />Governor did not have the authority to create such an exception. However, the rules <br />from the SOS do give some ideas on how such a process could work. <br />Boulder looked into allowing electronic signature gathering a few years ago but decided <br />not to pursue it. They did not get far enough into the process to determine any actual <br />procedures. <br />PROGRAM/SUB-PROGRAM IMPACT: <br />Changes to this process may allow for further participation in government and help the <br />City meet its goals of inclusive, transparent, and efficient governance during the COVID- <br />19 pandemic. <br />RECOMMENDATION: <br />Discussion/Direction. <br />ATTACHMENT(S): <br />1.
