Revitalization Commission <br />Minutes <br />September 9, 2020 <br />Page 8 of 9 <br />Commissioner Tofte — yes <br />Motion passes. <br />Discussion/Direction — Participation in Louisville's Recovery and <br />Improvement Program <br />Director Pierce provided a brief update. Council approved the program and it <br />was launched in September. Applications are coming in and Director Pierce is <br />working with applicants on incomplete applications. Applications are reviewed <br />in the order they come in. It is an administrative review, reviewed first by <br />Director Pierce then forwarded to the City Manager for approval. Council <br />provided $150K funding. LRC is not currently participating. <br />Discussion/Direction — 2020 Work Plan <br />Chair Fisher likes the 2020 work plan. Director Pierce had questions about <br />funding on undergrounding at Hwy 42. Assistant City Manager for <br />Communications and Special Events Emily Hogan summarized the <br />undergrounding project, which is part of capital improvements plan. Funding <br />was approved to bury lines along Hwy 42 and Griffith Funding: $500k from the <br />1 % fund with Xcel and $170K LRC funds. This project was identified as a <br />priority through the Utility Committee as it can improve service reliability. <br />Comcast has agreed to cover budget shortfalls. No additional funding needed, <br />because Comcast is covering the shortfall of $30,000. Xcel provided a final <br />cost estimate which is higher than the original but no additional funds will be <br />needed from LRC. <br />Commissioner Tofte asked when LRC can expect discussion with Council to <br />take place. Assistant City Manager Hogan is meeting with staff this week and <br />there will be additional discussion with Council. <br />Council member Lipton asked about Item G in the work plan related to funding <br />sidewalk improvements for Hwy 42 and whether the LRC could be reimbursed <br />by future development. City Manager Balser said staff would have to look at it. <br />Commissioner Adler asked project area 6.b, which contemplated $50k for <br />recovery fagade improvements. The Commission briefly discussed this was <br />connected to thoughts on economic recovery. Director Pierce was asked to <br />remove this from the plan but to leave in fagade improvement under 3.d. <br />Items for Next Regular Meeting, October 28, 2020 (rescheduled) <br />• Fees for Legal Services — City attorney has provided update on fees. <br />Agreement is separate from City and must be approved by LRC <br />• 2020 Work Plan <br />• 2020 Budget Amendment <br />• 2021 Preliminary Budget <br />• Downtown parking for winter months <br />Agenda Packet P. 10 <br />
