Revitalization Commission <br />Minutes <br />September 9, 2020 <br />Page 2 of 9 <br />Public Comments on Items Not on the Agenda: <br />None. <br />Reports of Commission: <br />Business Matters of Commission: <br />• Resolution 20-04: Amendinq the Annual Budget for Fiscal Year 2020 for <br />the Urban Revitalization District <br />Economic Vitality Director Megan Pierce said there was an error in how this <br />item is presented. The item will still be presented and hearing held but there <br />will not be a motion to adopt the resolution. If there is consensus to move this <br />forward, City Council needs to approve the amendment first, then it will come <br />back to LRC for final approval. <br />Chair Fisher opened the Public Hearing. There were no comments from the <br />public. <br />Finance Director Kevin Watson said the amendment matches the proposed <br />changes that were discussed at the May 6, 2020 meeting. Director Watson <br />discussed the specific adjustments in Exhibit A. <br />Council member Lipton asked about timing of the disbursement to the 824 <br />South project. Though the project has been delayed, Director Watson said there <br />was no advantage to moving it out of 2020 into 2021. By leaving it in the <br />amendment, if there are expenses, Director Watson would rather have legal <br />appropriation there. <br />Council member Lipton asked if it is premature to pencil in $100,000 revenue <br />reimbursement from the CARES Act regarding the $100,000 expended for <br />Emergency Solutions Grant program. City Manager Heather Balser said staff is <br />still submitting forms and determining high priority items. There is no guarantee <br />the LRC will receive reimbursement. <br />Commissioner Adler asked if the funds for 824 South would be provided to the <br />developer. Director Pierce clarified that 824 South will receive their payment at <br />construction approval. <br />Chair Fisher closed the Public Hearing. <br />Agenda Packet P. 4 <br />
