Today is to <br />determine if you'd like to put a line item in the 2021 budget that would be <br />specific to such an item. <br />Commissioner Gorsevski thinks the LRC should wait until an application or plan <br />is submitted. He believes it is worth looking into but we need interest from <br />businesses and their timing. Director Pierce said this is a concept and the LRC <br />will want to develop a program and what is on offer. <br />The Commission discussed assigning a dollar amount to fagade improvement <br />that would tie the work plan to the budget. Director Pierce suggested <br />prioritization that ties to allocated funding will give concrete direction about <br />where to invest time. She thinks putting $100k - $150k toward fagade <br />programming would be a good place to start. She reiterated this would be <br />general and not tied to specific properties. Council member Lipton and <br />Commissioner Adler agree with keeping it more a more generalized line item. <br />Council member Lipton asked if we have a plan for holiday lighting downtown. <br />City Manager Balser said we are looking at the plan right now. It may be <br />reduced and does not come out of the LRC budget. <br />Commissioners also inquired about the timing of Outdoor Dining on Main <br />Street, which Director Pierce said has been extended to October 31. <br />There was discussion about the October meeting schedule and packet. It was <br />agreed to meet on October 28t" to allow staff to receive and process the <br />assessed valuation information from Boulder County. <br />• Discussion — Revenue Reporting for the Urban Renewal Area <br />Council member Lipton suggested reviewing the revenue and sales tax <br />reporting as it related to the URA to have a sense of overall revenue <br />generation. Director Pierce summarized several reports related to sales tax <br />collection in the URA over the past several years. Tax Manager Penney Bolte <br />also reviewed the reports. <br />Commissioner Bradfield asked when Hobby Lobby closed. Director Pierce said <br />it closed in August 2018 and that Planet Fitness opened there in June. She <br />noted the intent is still for Ace Hardware to locate there too; Council provided an <br />amendment to the Business Assistance Agreement for Ace Hardware to allow <br />more time. The Commission briefly discussed opportunities for resources to <br />Louisville Plaza. <br />Agenda Packet P. 7 <br />
