RESOLUTION NO.82 <br />SERIES 2020 <br />A RESOLUTION APPROVING AN INTERGOVERNMENTAL AGREEMENT <br />ESTABLISHING THE ROCKY MOUNTAIN METROPOLITAN AIRPORT <br />COMMUNITY NOISE ROUNDTABLE AND BYLAWS OF THE ROCKY MOUNTAIN <br />METROPOLITAN AIRPORT COMMUNITY NOISE ROUNDTABLE <br />WHEREAS, the City and the Town of Superior partnered in 2019 to address noise from <br />Rocky Mountain Metropolitan Airport ("RMMA") affecting both communities; and <br />WHEREAS, staff from Jefferson County, Boulder County, Broomfield, Westminster, <br />Arvada, Superior, and Louisville, all communities located within the Class D airspace of <br />RMMA, have met several times to discuss concerns regarding airport operations and impacts and <br />the need for a Community Noise Roundtable (the "Roundtable") as recommended by the Federal <br />Aviation Administration ("FAA"); and <br />WHEREAS, a proposed intergovernmental agreement ("IGA") has been negotiated <br />among these local governments that outlines the purpose, membership, procedures, and funding <br />of the Roundtable, a copy of which proposed IGA accompanies this Resolution; and <br />WHEREAS, bylaws have been drafted that outline members, non-member entities, <br />community participants, powers, and duties of the Roundtable board, officers, meetings, voting, <br />committees, member dues, and work program (the "Bylaws"), a copy of which proposed Bylaws <br />accompanies this Resolution; and <br />WHEREAS, the City Council by this Resolution desires to approve the IGA and support <br />adoption of the Bylaws by its appointed Board Member. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF LOUISVILLE, COLORADO: <br />Section 1. The City Council hereby approves the Intergovernmental Agreement <br />Establishing the Rocky Mountain Metropolitan Airport Community Roundtable and supports <br />adoption of the Bylaws of the Rocky Mountain Metropolitan Airport Community Noise <br />Roundtable by its appointed Board Member. <br />Section 2. The Mayor is hereby authorized to sign the IGA, and the Mayor is further <br />authorized to negotiate and approve such revisions to said IGA as the Mayor determines are <br />necessary or desirable for the protection of the City, so long as the essential terms and conditions of <br />the IGA are not altered. <br />Resolution No. 82, Series 2020 <br />Page 1 of 2 <br />
