Planning Commission <br />Meeting Minutes <br />July 09, 2020 <br />Page 5 of 17 <br /> <br /> <br />Williams asks what the hours of operation is for Speedy Sparkle. <br /> <br />Brennan says it is 7:00am-7:00pm. <br /> <br />Williams asks if the applicant is allowed to do more parking than the minimum. Is there <br />a maximum on the parking? <br /> <br />Brennan says that the current design standards and guidelines do not provide a <br />maximum number. <br /> <br />Hoefner mentions that there was a number of public comments regarding a vinyl fence. <br />Is there a vinyl fence going up somewhere on the property? <br /> <br />Brennan says the vinyl fence design was in the applicant’s second submittal and is no <br />longer in place in their most recent submittal. <br /> <br />Diehl asks if he can you elaborate more on the lighting condition staff is recommending. <br /> <br />Brennan says that the currently proposed lights do have backlight controls so they are <br />full cutoff LED lights that can be aimed slightly. During staff’s discussions though, <br />because of the grade change from the site down into the neighborhood, we were <br />concerned there would be a direct line of site from say somebody on the street looking <br />up at the light and being able to see the actual fixtures. <br /> <br />Diehl asks if the lighting is intended to be on all night. <br /> <br />Brennan says that he believes they will have turn off sensors. He mentions that the <br />commissioners could that to be a condition if needed. <br /> <br />Diehl says he appreciates how the applicant added the buffer with the fence to give <br />some separation between the residential and commercial spaces. <br /> <br />Howe asks if he can speak to the armed violence requirements for this lot. <br /> <br />Brennan says he believes that is a reference to the term used in the licensing hearing. <br />He is not familiar with that particular term being used for this PUD proposal. <br /> <br />Howe asks if there are any requirements for this type of business as opposed to other <br />businesses in pertaining to armed violence requirements. <br /> <br />Brennan says no, there are no security requirements or design retail marijuana <br />requirements beyond a typical retail establishment review. There are certain conditions <br />for design signage, but the signage is not being reviewed with this application and will <br />be reviewed at the time of building permit. <br /> <br />Howe discusses the medical marijuana business ordinance and how it talks about the <br />operational requirements for ventilation. He asks if this has been taken into account for <br />the surrounding residential areas.
