Planning Commission <br />Meeting Minutes <br />July 16, 2020 <br />Page 11 of 12 <br /> <br />Rice says he agrees with what Commissioner Brauneis has said. This was brought to <br />planning commission in the past for a recommendation. Based on previous <br />recommendations, it has been made a policy by city council. He believes that if there <br />would be a change down the line, it would then trigger the need for planning <br />commission’s review and comment. To come back and tell city council that what they <br />approved is no longer what planning commission wants is probably not a good idea. <br /> <br />Williams counters saying that who is better than planning commission to know when <br />policy needs to be revised and reevaluated. That is what planning commission does all <br />the time. If we see that there is a policy issue with this, she can see that the <br />commissioners could bring this forward to have a discussion and not discuss it from an <br />emotional level but from a policy level. She is unsure when the best timing to have that <br />discussion is though. <br /> <br />Rice says that that is a good point and provides both sides to the argument. He <br />mentions that they should decide if they want to create a more formal discussion on this <br />subject for a future meeting. <br /> <br />Moline asks if there is some specific policy item that is problematic to the <br />commissioners such as the buffers not being big enough. He thinks the discussion <br />would need to be centered around some portion of the code. <br /> <br />Hoefner says that he would like have a study session and the outcome of that would be <br />to identify something from that where they would recommend a change. The reason for <br />this suggestion is that he is noticing that this conversation seems to have a lot of <br />interest within this group. <br /> <br />Williams says she completely agrees and can think of one policy piece that they did not <br />establish and that was to have a buffer between residential. They never created that <br />and she sees this as a future issue for residents. That would be something she would <br />like to discuss if they have a formal discussion on this subject. <br /> <br />Rice says that they should discuss this next month in order to think on this more. <br /> <br />Ritchie asks for clarification on if they would like this as an agenda item for the next <br />meeting. <br /> <br />Rice says no, do not make it as an agenda item for the next meeting. <br /> <br />Howe asks what the process is to distributing the previous ordinances and how he can <br />get a copy of those to review. <br /> <br />Zuccaro mentions that there is a lot of background and comparison information from <br />other jurisdictions that staff can send Commissioner Howe to review. He also says that <br />he thinks a study session would be a great way to discuss this subject. <br /> <br />Rice ends the discussion saying that they should discuss this topic in further detail next <br />month. <br />
