Planning Commission <br />Meeting Minutes <br />January 24, 2013 <br />Page 9 of 44 <br />It is important to note, the Comprehensive Plan is not regulatory. It is, but is an180 <br />advisory document. Since the Comprehensive Plan does not have the force of law, the181 <br />City must rely on other regulatory measures to implement the Comprehensive Plan. 182 <br />Principle to these documents is the Louisville Municipal Code (LMC),and specifically the183 <br />Louisville Subdivision (Chapter 16 of the LMC) and Zoning Ordinances as adopted184 <br />Chapter 17 in the LMC) and the zoning map of the City. Additional documents include185 <br />the Annual Operating and Capital Budget and the Capital Improvement Program. 186 <br />187 <br />The City of Louisville Subdivision and Zoning ordinances and the official zoning map188 <br />control the allowed uses of land as well as the design and bulk standards which govern189 <br />the size, shape and form of land use developments. The official zoning map reflects a190 <br />number of zone districts which govern where uses by right and uses by special review191 <br />may be located. The Subdivision and Zoning ordinances of the City should correspond192 <br />to the goals and policies of the Comprehensive Plan to ensure that incremental193 <br />development decisions reflect the Community Vision. All land use applications will be194 <br />reviewed for conformance with the Comprehensive Plan. 195 <br />196 <br />The Framework Plan is a map which reflects preferred land use patterns and197 <br />community character zones for specific geographical areas. The designations are198 <br />illustrative and are not intended to depict either parcel specific locations or exact199 <br />acreage for specific uses. 200 <br />201 <br />Louisville Municipal Code 17.62.050 (Time for review) states “A review and updating of202 <br />the comprehensive plan shall occur at least every four years. … Additional reviews of203 <br />the comprehensive plan may occur more often as necessary”. A Plan review provides204 <br />the City an opportunity to update the Community Vision and Core Community Values205 <br />Principles and Policies. Based on this principle, the next review of the Plan shall occur206 <br />in 2017. 207 <br />A review of the Comprehensive Plan shall occur every 5 years to update the Community208 <br />Vision and Core Community Values Principles and Policies. Based on this principle, the209 <br />next review of this Plan shall be completed by December 31, 2016. Additional review of210 <br />the Plan may occur more often as necessary. 211 <br />212 <br />213 <br />214 <br />THE PROCESS215 <br />216 <br />PLANNING PROCESS AND PUBLIC INVOLVEMENT217 <br />218 <br />The process of drafting the Comprehensive Plan represents the results of the219 <br />collaborative efforts of community stakeholders: residents, business owners and220 <br />operators, public and private organizations in the City, as well as the City Council, 221 <br />Planning Commission, and all of the City’s Citizen bBoards and cCommissions. The222 <br />Comprehensive Plan was developed by City sStaff following a five-phase process of223 <br />Desire, Discovery, Design, Discussion, and Documentation. 224
