Planning Commission <br />Alfalfas Village Square Redevelopment <br />June 13, 2013 <br />SUMMARY: <br />The applicant, Jim Loftus of Loftus Development Inc., has applied for a final planned unit <br />development (PUD), final plat, and special review use (SRU), to redevelop Tract One of <br />the Louisville North Subdivision located at 707 East South Boulder Road. The subject <br />property is located on the northwest corner of South Boulder Road and Centennial Drive <br />on the eastern half of the Village Square shopping center and is approximately 5.1 acres <br />(222,156 SF) in size. The applicant proposes to remove the existing vacant building and <br />redevelop the site with two (2) buildings consisting of 33,700 square feet of retail space <br />including a community room, and one (1) building consisting of 111 apartment units in <br />three towers over a 156 space underground parking structure. The applicant intends to <br />occupy the larger retail building with a 25,500 square foot Alfalfa's grocery store which <br />will include a 1,000 square foot community room. <br />The subject property is zoned Community Commercial (CC). The Louisville Municipal <br />Code (LMC) establishes a wide range of commercial and retail uses that are permitted <br />as a use by right and other residential uses that are permitted under special review in the <br />CC zone district. The two proposed commercial buildings, totaling 33,500 SF, are <br />permitted by right and the requested 111 multi -family residential units may be permitted <br />under special review. Special Review Uses (SRU) are allowed uses which require <br />special examination to ensure the project's compatibility with its surrounding physical <br />and economic environment. <br />The site currently contains a vacant 54,000 SF building which was the former location of <br />the Safeway Grocery store. Safeway closed in the spring of 2010 and the building at <br />707 East South Boulder Road has remained vacant. The property to the west contains <br />a strip retail shopping center including Walgreens, a bank and other commercial tenants, <br />Ralphies, and other retail tenants. This portion of the shopping center is not a part of the <br />application. The Portal Apartments, a three story apartment complex consisting of three <br />buildings, is located to the west of the strip <br />retail center. The Village Condominiums, a <br />six building multi -family complex is located <br />immediately to the north of the subject <br />property. The Louisville North Subdivision <br />containing single family homes is located <br />further to the North. The Scenic Heights <br />single family residential subdivision sits to <br />the south of the property across South <br />Boulder Road. Three commercial buildings <br />including a bank, a medical office building, <br />and a school, all of which are also zoned <br />CC, are located across Centennial Drive to <br />the east of the property. <br />PRELIMINARY REVIEW: <br />On October 25, 2012, the Planning Commission reviewed and recommended approval of <br />a request for a Preliminary PUD and Special Review Use permit for the subject site. The <br />preliminary review process examined big picture site planning issues such as building <br />location, drainage, and the specific impacts of the residential use.
