Posted in City Hall, Public Library, <br />Recreation Center and the Courts and Police Building and mailed to surrounding <br />property owners on June 21, 2013. <br />Conflict of Interest: <br />None heard. <br />Staff Report of Facts and Issues: <br />McCartney stated the project request includes preliminary plat, preliminary planned <br />unit development (PUD) plan, rezoning and Louisville Municipal Code (LMC) <br />amendment regarding Exhibit A in Section 17.14 of the Louisville Municipal Code <br />LMC) . <br />McCartney reminded the Commission a preliminary review includes site planning, <br />density, bulk and mass at a conceptual level. More specific design details will be <br />presented at the final review stage. Mr. McCartney stated staff used the following <br />regulatory documents during the review of the project: the LMC Section 17.14 (Mixed <br />Use Development Design Standards and Guidelines (MUDDSG)), and the Highway <br />42 Framework Plan. He also provided a brief review of the history of each of the <br />documents and their relationship to the requested DELO project. <br />McCartney continued with a discussion of the following: <br />Zoning <br />1. Current: Mixed-Use Residential (MU-R) and Industrial (I) <br />2. Proposed: Mixed-Use Residential (MU-R) <br />Special Review Use (SRU) <br />1. Include ground floor residential along Cannon Street <br />2. Reviewed the five (5) criteria and stated all five have been met. <br />Plat <br />1. 14.13 acres <br />2. Replat of two plat: Industrial Area Sub and Caledonia Place <br />3. Extends Front and Cannon Street south <br />4. Vacates Lafayette Street, while the City retains a 50’ utility easement <br />5. Creates private roads which provide access to housing developments <br />6. Creates adequate public space that is privately maintained. <br />Access Points <br />1. Three primary points of access from Hwy 42: Griffith Street, Short <br />Street and South Street. <br />2. A signal is planned for Short Street, when warranted. It is be designed <br />by CDOT in FY 2015. <br />3. Access from Main Street along Griffith Street. <br />4. Addition primary access points: 2 on Griffith Street, 1 on Short Street <br />and 1 on South Street. <br />5. South Street Underpass <br />Right of Way (ROW) Vacation of Lafayette Street
