Page 4 <br />• <br />Balancing the Budget <br />Beginning Cash $28, 794, 774 <br />Plus: Revenue $28, 647, 908 <br />Less: Expenses ($44,158, 536) <br />Ending Cash $13,284,146 <br />The City of Louisville - A great <br />place to live <br />Louisville offers a small-town atmosphere with <br />convenient access to the cultural amenities and <br />economic opportunities of the Denver -Boulder <br />metropolitan area. Louisville is a vital <br />community of 19,000 people boasting three <br />elementary schools, one secondary school and a <br />combined k-8 and high school. <br />Revenue and Expenses - It's all about services! <br />❖ Louisville has one police station with 38 full-time staff, including 33 sworn officers, <br />15 patrol units, 3 detective cars, 1 SUV, 2 code enforcement trucks responding to <br />22,000 events per service year. <br />❖ Louisville has a Water fund that supports 125 miles of water mains, treating and <br />moving nearly 3.0 million gallons to residents on average per day at two water <br />treatment plants. The Wastewater Fund maintains 118 miles of sewage lines, which <br />ships sewage to the Coal Creek sewage treatment plant. <br />❖ The water shed for the City's water basin is South Boulder Creek and its supply is <br />diverted at Eldorado Springs and delivered to the residents of Louisville. <br />❖ Recreation is a high priority in Louisville, with 27 parks, one 18 hole golf course, 9 <br />bocci ball courts, 2 swimming pools, 1 arts/cultural center, 11 tennis courts, 1 in -line <br />skating rink and a newly constructed skate park that will be completed around the 1st <br />of December 2004. The Recreation/Senior Center offers over 1,444 recreational <br />opportunities for adults, seniors and youth during a given year including; ballet, Kids- <br />Nite-Out, music, arts, gymnastics, swimming and all types of sports. Overall <br />attendance (daily visits/recreation programs) is projected to be 228,994 participants <br />in 2004. <br />❖ Louisville has 185 lane miles of streets, which the City repairs, replaces, sweeps and <br />clears of snow. The City also funds the replacement of curbs, gutters, and sidewalks. <br />❖ Louisville has a Moody's rating of "Aaa" for its Water Resources Revenue Bonds, and a <br />Standards Et Poors Insured Rating of "AAA" and an Underlying Rating of "A" for its <br />Sales Tax Revenue Bonds. <br />❖ Louisville maintains internal service funds, which allocate the cost of replacing <br />vehicles and computer equipment to spread the costs of replacements over time. <br />This includes a building maintenance fund used for repairs to the City's buildings. <br />❖ Louisville's 2005 sales tax revenue is expected to be up 2.5% over 2004. Of the over <br />$10 million collected in sales tax 11% goes towards open space land purchases, 53% <br />goes to general operations and 36% goes towards capital improvement projects. <br />
