City Council Finance Committee
Meeting Minutes
10/20/20
Information Technology Director Neves summarized information previously
provided and addressed questions from the Committee. The discussion focused
on in -ground fiber and public Wi-Fi that are both included in the Capital
Improvements Program request. The Committee requested that these two
components be split into two separate requests.
The reports and corresponding narrative can be located in the packet of the
October, 2020 Finance Committee Meeting.
STAFF REPORTS/UPDATES/DISCUSSIONS
Sales Tax Report for 2020
Finance Director Watson presented the Sales Tax Reports for the Month Ended
August 31, 2020. These reports were developed using the normal "monthly"
format, not the enhanced "quarterly" format that was implemented for the past five
months. These reports were placed on the City's Website on October 2, 2020.
Director Watson reminded the Committee that the August 2019 revenue contained
almost $1 million of one-time audit revenue, so comparisons to 2019 are difficult.
The 2019 audit revenue was been taken into account for the 2020 projection of the
negative 13% projection for 2020.
The reports and corresponding narrative can be located in the packet of the
October, 2020 Finance Committee Meeting.
2020 Work Plan
No changes were requested by Finance Committee Members.
Council Member Lipton requested that the latest revenue projections developed at
the October 13 Utility Committee Meeting be included in the November 17 budget
presentation. City Manager Balser confirmed that this new information would be
used for the Utility Funds.
DISCUSSION ITEMS FOR THE NEXT REGULAR MEETING
The November regular Finance Committee Meeting is scheduled for Tuesday,
November 17, 2020 at 3:00 p.m.
Items scheduled for discussion at the next meeting include:
• Non -Profit Grant Applications
• Charges for Services and Fees for 2021
• Sales Tax Report for the Quarter Ended September 30, 2020
• Other Quarterly Reports
5
