that the trail has two schools and the Rec Center, so kids and parents could see and test <br />the functionality. <br />David countered that the first pilot installation should do both Powerline and Davidson <br />Mesa. He thought including soft surface trails would give the project a more "open <br />space" feel. He was also concerned that the CIP didn't include equally funding for both <br />years: he didn't want the project to lose momentum. <br />Nathan replied that the CIP amounts function somewhat as placeholders, and hopefully <br />year two allocations could be increased if the project is popular. <br />Peter said that the major stumbling block to this project has been City Council balking at <br />the price. He wondered if some of the same results could be achieved by putting <br />colored dots on trails. He wouldn't want this to preclude the full implementation of the <br />plan, but was trying to think of "small bites." <br />Helen replied that part of the design RFP would be to identify easy and cost-effective <br />strategies to help the City could get the most wayfinding bang for its buck. <br />Charles said that this presentation really helped him understand the project and got him <br />excited about it. He really liked the major trail corridor concepts, but wasn't sure whether <br />he liked the aesthetics of striping on concrete trails. <br />David asked if trail safety was part of the Wayfinding plan. <br />Ember replied that Public Works was in charge of road improvement and safety, but the <br />wayfinding plan identified several places for pedestrian facing STOP and YIELD signs <br />on trails. Laura added that the wayfinding plan included safety standards for multiple <br />user trails that should be met in all future trails and any trail upgrades. Ember added that <br />90% of all trail work since the 2015 has come from the plan. Laura used the safer <br />realignment of Powerline Trail around Fireside Elementary as an example of this. <br />David commented that while 2020 City revenue was probably down, trail and park use is <br />clearly up, and encouraged staff not to think small when considering Open Space <br />projects. Peter agreed that he wanted to see some momentum on this project. <br />Laura and Helen asked the board if they liked the revised CIP wording and the Tiger <br />Team's recommended next steps. <br />Peter said he loves the wayfinding program and wants to see it get going. He asked if <br />the CIP should include the point that wayfinding is OSAB's number one priority. Helen <br />said that it has been OSAB's number one priority for five years, and it still hadn't gotten <br />done. While she was happy to include that language, she cautioned that the Board <br />needs to get specific, actionable recommendations to staff and Council, rather than high- <br />level suggestions. <br />Peter moved to approve the Tiger Team's recommended next steps and CIP language <br />as written and document in the power point presentation, but with an added statement <br />that wayfinding is OSAB's number one priority. David liked the more pointed, forceful <br />language and seconded the motion. The motion passed unanimously. <br />9 <br />
