RESOLUTION NO. 2, <br />SERIES 2009 <br />A RESOLUTION APPROVNNG THE <br />2008 AMENDMENT OF THE 2005 CITY WIDE COMPREHENSIVE PLAN <br />WHEREAS, the City of Louisville is a home rule municipal corporation organized <br />under and pursuant to Article XX of the Colorado Constitution and the Louisville Home Rule <br />Charter; and <br />WHEREAS, by virtue of such authority, and as Further authorized by state statutes, <br />including but not limited to C.R.S. §§ 31-23-206 et sew. the City has broad authority to make <br />and adopt a comprehensive plan for the physical development of the municipality; and <br />WHEREAS, pursuant to such authorities, the City has also adopted a 2005 <br />Comprehensive Plan, which Plan serves as a guiding document containing the policy <br />framework under which new development and redevelopment within the City will be <br />evaluated; and <br />WHEREAS, the City Council formally initiated a process to review and update the <br />City's Comprehensive Plan, which process consists of several phases and includes various <br />workshops, meetings and hearings regarding the dr<~fting and adoption of an updated <br />Citywide Comprehensive Plan; and <br />WHEREAS, the City conducted two public workshops on June 26, 2008 and July 30, <br />2008 where community residents and business stakeholders participated directly in <br />reviewing Comprehensive Plan amendments; and <br />WHEREAS, the public record reflects that the Planning Commission has held duly <br />noticed public hearings regarding the Comprehensive Plan 2008 Update on August 14, <br />2008, September 11, 2008, September 25, 2008, October 8, 2008 and November 13, <br />2008; and <br />WHEREAS, the Planning Commission has entered into the record extensive public <br />comment and testimony; and <br />WHEREAS, the Planning Commission finds that a need exists to update the current <br />2005 Comprehensive Plan, and that the adoption of the Comprehensive Plan 2008 Update <br />will promote the health, safety, and welfare of the present and future residents of the City <br />through facilitating the adequate provisions for transportation, water resources, utility <br />infrastructure, parks, recreation, schools, maintaining the level of services provided by all <br />service sector departments; and <br />WHEREAS, after a duly noticed public hearing on November 13, 2008, where <br />evidence and testimony was entered into the record, the Planning Commission finds that <br />
