LL �tY.�'t LOUISVILLE REVITALIZATION Lau�sville COMMISSION COLORADO -SINCE 1.878 SUBJECT: DISCUSSION/DIRECTION- PUBLIC ART PROPOSAL AND FUNDING FOR SOUTH STREET UNDERPASS DATE: DECEMBER 9, 2020 PRESENTED BY: DEBBIE DAVIES, LOUISVILLE CULTURAL COUNCIL KATIE ZOSS, ARTS AND EVENTS PROGRAM MANAGER GREGORY FIELDS, ARTIST SUMMARY: In its 2020 Work Plan, the Louisville Revitalization Commission (LRC) included placement of public art at the South Street Underpass as one of its priorities for Downtown and DeLo project areas. The South Street Pedestrian Underpass was completed in the summer of 2017 and includes a pedestal intended for a public art placement. The Louisville Cultural Council (LCC) is in the process of approving and funding a public art installation by Louisville artist Gregory Fields to go in the underpass. The LCC is requesting funding from the LRC to have the same artist create a complimentary sculpture for the existing sculpture pedestal. DISCUSSION: The LCC has selected Louisville artist Gregory Fields to create and install a series of cut steel panels with inset colorful ceramic elements that complements the industrial nature of the railroad bridge and enlivens the underpass with abstract designs and lively shapes. The LCC will vote on whether to approve funding for the panel series at a cost of $12,650 at their meeting on December 3, 2020. Per the City's Public Art Policy, if the piece is approved at the December 3 meeting, Council will have 45 days during which they may request a review of the LCC's decision. The same artist has proposed a complimentary sculpture for placement on the existing sculpture pad on the west side of the underpass. The LCC is in support of the artist's proposal and in favor of having one artist create both the sculpture and underpass pieces in order to create a cohesive look. However, current City funds budgeted for public art are not sufficient to fund this sculpture. Gregory Fields has provided a mockup in the attached proposal to show the approximate size and scale of the proposed sculpture. An updated design will be presented to the LRC during the December 9 meeting. The LCC is requesting funding from the LRC of $11,550 to hire Louisville artist Gregory Fields to create a sculpture for the South Street Underpass. Anticipated completion and installation of the piece would be summer 2021.
