LL �tY.�'t LOUISVILLE REVITALIZATION <br />Lau�sville COMMISSION <br />COLORADO -SINCE 1.878 <br />SUBJECT: DISCUSSION/DIRECTION- PUBLIC ART PROPOSAL AND <br />FUNDING FOR SOUTH STREET UNDERPASS <br />DATE: DECEMBER 9, 2020 <br />PRESENTED BY: DEBBIE DAVIES, LOUISVILLE CULTURAL COUNCIL <br />KATIE ZOSS, ARTS AND EVENTS PROGRAM MANAGER <br />GREGORY FIELDS, ARTIST <br />SUMMARY: <br />In its 2020 Work Plan, the Louisville Revitalization Commission (LRC) included <br />placement of public art at the South Street Underpass as one of its priorities for <br />Downtown and DeLo project areas. <br />The South Street Pedestrian Underpass was completed in the summer of 2017 and <br />includes a pedestal intended for a public art placement. The Louisville Cultural Council <br />(LCC) is in the process of approving and funding a public art installation by Louisville <br />artist Gregory Fields to go in the underpass. The LCC is requesting funding from the <br />LRC to have the same artist create a complimentary sculpture for the existing sculpture <br />pedestal. <br />DISCUSSION: <br />The LCC has selected Louisville artist Gregory Fields to create and install a series of <br />cut steel panels with inset colorful ceramic elements that complements the industrial <br />nature of the railroad bridge and enlivens the underpass with abstract designs and lively <br />shapes. The LCC will vote on whether to approve funding for the panel series at a cost <br />of $12,650 at their meeting on December 3, 2020. Per the City's Public Art Policy, if the <br />piece is approved at the December 3 meeting, Council will have 45 days during which <br />they may request a review of the LCC's decision. <br />The same artist has proposed a complimentary sculpture for placement on the existing <br />sculpture pad on the west side of the underpass. The LCC is in support of the artist's <br />proposal and in favor of having one artist create both the sculpture and underpass <br />pieces in order to create a cohesive look. However, current City funds budgeted for <br />public art are not sufficient to fund this sculpture. <br />Gregory Fields has provided a mockup in the attached proposal to show the <br />approximate size and scale of the proposed sculpture. An updated design will be <br />presented to the LRC during the December 9 meeting. <br />The LCC is requesting funding from the LRC of $11,550 to hire Louisville artist Gregory <br />Fields to create a sculpture for the South Street Underpass. Anticipated completion and <br />installation of the piece would be summer 2021. After a challenging 2020 for local <br />businesses due to the COVID-19 pandemic, this new piece of public art would <br />Agenda Packet P. 11 <br />
