Open Space Advisory Board <br />Minutes <br />November 18, 2020 <br />Page 3 of 6 <br />of misinformation. More to follow. The planned control activity for this year <br />is complete. <br />6. Board Updates - <br />David was in a meeting with the Boulder County transportation department and <br />others. They are spearheading a discussion about cycling in the eastern part of <br />the county. Most of the meeting focused on roads but there is a Highway 42 <br />Corridor study at the RFP stage and it may involve trails (the stretch from South <br />Boulder Road down to Locke Street). <br />Charles asked about the lack of a connection between the Powerline Trail and <br />Coal Creek Trail. Ember explained that there was a plan for a lighted signal <br />crossing developed 2 years ago ready to go out for construction bidding but it <br />was halted by Council due to competing project budgets, and increased costs <br />due to ADA grading, ditch work, utility issues, and urban storm drainage. The <br />project estimated cost is—$450K. It is included in the Transportation Master Plan <br />and remains a high priority for safety and connection. <br />Charles also asked about allowing paddleboards on Harper Lake. Nathan <br />explained that because it is a water source and managed by Public Works, <br />human contact is prohibited by ordinance. The group discussed how popular it <br />would be if permitted. David suggested adding this topic to the Harper Lake <br />Management Plan discussion. <br />7. Public Comments on Items Not on the Agenda - None. Tamar Krantz's <br />email about the Mayhoffer property for sale was included in the packet. <br />8. Discussion Item: Social Trail Pilot Project Update presented by Nick <br />Potopchuk, Open Space Technician III <br />Nick presented the presentation outlined in the packet. Social trail restoration, <br />barricades and signs were completed or are in the works at Dutch Creek, <br />Aquarius, Hecla Lake, and Warembourg stock pond. These projects will be <br />completed by the end of November. Progress was initially slowed by COVID and <br />restrictions. Closures have held and will be monitored by cameras. Feedback <br />was mixed at first, communication helped. Education continues. Plans for more <br />outreach in the future. Thanks to the volunteer group for all of their help. They <br />were a church father/son volunteer group led by a senior from Erie High School. <br />There was also help from city staff from other departments. <br />Nick's Answers to questions: <br />• Scoping out future projects will be part of the mapping. <br />• Closure by itself is not sufficient, remediation is required for effective <br />closure. <br />Refer to the presentation for details and pictures. <br />6i <br />
