Report of Changes - Restaurant Concepts II, LLC d/b/a Applebee's <br />Neighborhood Grill and Bar - Hotel & Restaurant Liquor License - 594 S. <br />McCaslin Blvd. <br /> <br />Koertje called for any further changes to the consent agenda. <br /> <br />Mulvahill moved the Consent Agenda be approved. Wilson seconded. Roll Call Vote: <br />Rommelfanger-yes, Mulvahill-yes, Wilson-yes, Lipton-yes and Koertje -yes. <br /> <br />AUTHORITY BUSINESS <br /> <br />A. Discussion/Direction - Police Chief Goodman <br /> <br />Police Chief Goodman was asked to participate in this meeting to answer questions <br />brought to light at the last meeting about "sting" operations. Member Wilson expressed <br />interest in having the state conduct those operations if the Police Department policy was <br />not to conduct them. Member Rommelfanger stated the Authority did not want to appear <br />lax in their responsibilities and thus had asked for this discussion. Chief Goodman <br />stated his position has been against random stings and had chosen not to do them in <br />the past. Several years ago when other surrounding agencies were doing stings, <br />Louisville took a different approach. They met with the licensed establishments at least <br />once and also started more formalized classes, encouraging license holders to have <br />staff attend. At that time, the department chose not to conduct stings since they felt the <br />establishments in town were doing well. No definitive information could be obtained <br />suggesting that licensees in Louisville were purposely selling to minors. Most transfer <br />of liquor to minors is through adults providing it. He reminded the Authority they see <br />every report generated that concerns alcohol. His policy has been not to conduct stings <br />but to do surveillance or patrols if a problem is noted. He stated the state certainly has <br />the authority to conduct stings if the Authority wants and the police department is also <br />willing to do so if the Authority sees a need. <br /> <br />Member Wilson stated she had no specific information about a problem but wanted a <br />gauge to know where the City is in terms of compliance. <br /> <br />Member Lipton asked if the Chief was familiar with a program in Lakewood where kids <br />suspended from school spent that suspension with the police department.
