City Council <br />Meeting Minutes <br />November 24, 2020 <br />Page 7 of 7 <br />Motion: Councilmember Lipton moved to suspend the rules of order to allow Council to <br />take additional public comment; Councilmember Dickinson seconded the motion. <br />Mayor Pro Tern Maloney stated his concern is that if the rules are suspended this process <br />could be never ending after each round of Council comments. He asked for more <br />clarification on how exactly to take additional comment. He stated we have already had <br />one round of comments and that is our normal process. <br />Mayor Stolzmann stated she did not support the motion as the rules give everyone a time <br />for comment and that has already taken place. She stated the public has had easy <br />access to councilmembers prior to the meeting through email and calls as well. <br />Councilmember Leh stated he supports the suspension as we have two motions on the <br />floor that are a bit different from the initial proposals and once Council votes on the <br />substitute motion the meeting could be over. He made a friendly amendment to suspend <br />the rules and limit comments to 90 seconds per person. Councilmember Lipton accepted <br />the friendly amendment as did Councilmember Dickinson. <br />Roll call vote on Motion to Suspend Rules: Motion failed 4-3 with Mayor Stolzmann, <br />Mayor Pro Tern Maloney, and Councilmembers Fahey and Brown voting no; <br />Councilmembers Dickinson, Lipton, and Leh voting yes. <br />Mayor Stolzmann asked for any further discussion of the substitute motion; seeing none <br />she asked for a roll call vote. <br />Roll Call Vote on Substitute Motion: Motion passed 4-3 with Mayor Stolzmann, Mayor <br />Pro Tern Maloney, and Councilmembers Fahey and Brown voting yes; Councilmembers <br />Dickinson, Lipton, and Leh voting no. <br />ADJOURN <br />Members adjourned at 8:16 pm. <br />Ashley Itolzmann, Mayor <br />Meredyth Muth, City Clerk <br />
