2020 Capital Improvement Project and operational highlights: <br />• Original budget decrease was $5.5 million. Revenues were estimated to be down $5 <br />million. Sales tax turned out to be more resilient than anticipated, due to outside city <br />sales (ex. Amazon purchases). Revenue and spending are being closely monitored. <br />• $7,750 reduction due to cancellation of Boulder County Youth Corp program <br />• $76,060 reduction in variable seasonal salaries <br />• Other various operational cuts totaling $169,820 <br />• $216,000 reduction due to postponement of Cottonwood Park master planning <br />• $240,000 reduction due to postponement of signage projects <br />• $275,000 reduction due to the cancellation of the median project <br />• Biggest operational cuts were at the Rec Center and Library. <br />• Strategic spending put in place for downtown businesses (summer flowers, holiday <br />lights, outdoor dining, etc.). Plan for winter Main Street is under discussion. <br />2021-22 Budget Process Update <br />• Staff met with City Council Tuesday October 20t" to answer questions and receive <br />feedback from the council related to operational and capital improvement budget <br />requests. CIP proposals include: <br />• 104t" trail connection. Soft surface trail connection from Carolyn Holmberg preserve <br />over to Empire road connecting with Dillon Road over to Coal Creak trail. TIP funding <br />from State was used to fund project. (2021/22) <br />• Equipment Replacement (2021-26) <br />• Park Site Furnishing Replacement (Benches, picnic tables, etc. $25,000 in each of 2021 <br />and 2022) (2021-2022) <br />• Woodchipper Replacement (2022) <br />• Playground Replacement (Playground at Cottonwood Park will be replaced $300,000; <br />playground is in dire need of replacement and it gets a lot of use. This will help offset <br />the postponement of the Cottonwood Park Master Plan. Upcoming replacement <br />includes Enclave Park 2022, Meadows Park 2023, Joe Carnival Park 2024, Sports <br />Complex 2025, Memory Square 2026. (2021-26) <br />• Irrigation Improvements $196,500 for Sports Complex (new mainline) and Cemetery. <br />(2021-2026) <br />• 2021/22 budget formal adoption scheduled for November 17 <br />8. Update from Dean Johnson, Parks Superintendent on Project and Maintenance Activities from <br />this past Summer. Dean not present; Nathan provided an update: <br />• A conservative approach was taken in estimating the financial impact of COVID-19, <br />putting the department in a reactive mode with limited seasonal staff. A great job was <br />done to keep parks maintenance and landscaping up to date, along with providing <br />oversight to a new contractor, Brightview. Seasonal hiring was more difficult than <br />anticipated. <br />• Record Use was noted in parks and trails, keeping up with trash was a challenge. Solar <br />powered trash compactors are being discussed for the future. "Bigbelly" is a brand <br />under consideration. The can will monitor the trash level and report when the can is full. <br />Due to the trash compaction feature, the can will hold 5x normal capacity. The cans <br />3 <br />
