City Council Finance Committee <br />Meeting Minutes <br />11/17/20 <br />Page 2 of 4 <br />REVIEW OF PROPOSED FEES FOR 2021 <br />Emily Hogan, Assistant City Manager for Communications & Special Projects <br />presented the proposed fees and charges for 2021. Due to the pandemic, staff is <br />proposing no increases other than an annual inflator. Some of the more <br />substantive changes included: <br />• The annual inflator was not applied to Liquor License fees. <br />• The annual inflator was not applied to Utility Disconnect fees. <br />• Golf fees were increased beyond the annual inflator as recommended by <br />the Recreation Advisory Board. <br />• New fees include: Police records, rental of the Board Room at the Library, <br />Annual Pass for Business Adult/Senior Resident/Non-Resident at the <br />Recreation & Senior Center and Building Permit Requiring Zoning <br />Verification Only. <br />• Eliminated fees include: Harper Lake Boating Permits (consolidated to 1 <br />boat/1 year for resident/non-resident), <br />Assistant City Manager Hogan also notified the Committee of a correction to <br />Parking Improvement Fees. Per resolution, these fees are increased by 3% per <br />year. <br />Assistant City Manager Hogan summarized to options for the annual inflator. The <br />first is the 5% increase used for the 2020 fees that was calculated using the 2019 <br />"cost of government" methodology previously approved. The second option is the <br />new 2021 cost of government calculation, which amounted to a 3% increase. <br />The Committee recommended that City Council adopt the proposed fees as <br />presented, using the 3% inflator for 2021. <br />The reports and corresponding narrative can be located in the packet of the <br />November 17, 2020 Finance Committee Meeting. <br />SALES TAX REPORT FORTHE QUARTER ENDED SEPTEMBER 30, 2020 <br />Kevin Watson, Finance Director, presented a brief overview of the report. The <br />report calculated a year -over -year change of -3.2% in sales tax, excluding the <br />effects of audit revenue. Including audit revenue, sales tax is trending a -9.6% in <br />2020 as compared to 2019. Director Watson stated that nothing in this report <br />indicated a change in the revenue projections included in the proposed 2021-2022 <br />biennial budget. <br />Beth Ried, Tax Auditor, discussed projected audit revenue for 2020 as compared <br />with what was actually collected in 2019.
