Mayor and City Council <br />October 30, 1973 <br />Page 3 <br />subject of revenue, I feel that I should comment on what I consider to <br />be a problem area. There has been a tendency to earmark various sources <br />of revenue, which I feel is a policy that should be reviewed very <br />carefully as it relates to the future requirements of the City, as well <br />as to Council's ability to direct the revenues to be spent on the highest <br />priorities of the City. <br />After a careful review of all budget requests and our revenue <br />picture, the budget as submitted allows for reduction of the mill levy, as <br />applied to property taxes. The Louisville General Improvement Fund will <br />be reduced by 2 mills, and the Sanitation Fund will be reduced by 3.11 <br />mills. We did however add 3 mills for the Recreation Fund, which was <br />approved by the voters in 1972. <br />In closing I want to thank the department heads and other members of <br />the City staff who assisted in the preparation of the budget. I also <br />want to thank you, the Mayor and City Council, for the interest and <br />consideration shown all budget requests, as well as for the many hours <br />spent by yourselves in the review and development of this important <br />document. <br />Respectfully submitted, <br />la <br />LEON A.
