Open Space Advisory Board <br />Minutes <br />December 9, 2020 <br />Page 2 of 4 <br />private property. Ember said that staff had communicated with immediate neighbors <br />only. <br />G. Nathan shared that there will be an executive session with City Council regarding the <br />Mayhoffer properties currently on the market held on Tuesday, January 15th. <br />H. A new OSAB member will be here in the January meeting. <br />I. David said that whoever is enforcing the Christmas light encroachment on open space <br />trees handled it gently and professionally. He reported that his neighbors who had that <br />discussion with staff reported a reasonable experience with the enforcement. <br />6. Board Updates <br />A. Helen read a resolution of appreciation for leaving board member Missy Davis. See <br />meeting packet for text. The text will be framed and presented to Missy, who will be <br />missed. <br />B. Helen reported great horned owls and screech owls in town. <br />C. Charles pointed out that there had been some debate on Facebook about the North <br />Open Space treehouse removal. Nathan commented that the policy has been to try to <br />balance a light approach towards kids with preservation and protection of the resource. <br />He added that if there was citizen will to change the policy, code would have to be <br />changed. The board generally agreed with the existing philosophy, seeing the value in <br />nature play, but having concerns about leaving structures up. Helen noted that the <br />wooded areas where the forts appear are precious and fragile. Laura commented that <br />staff shouldn't be in the business of adjudicating between which structures get saved <br />and which don't: there needs to be a consistent policy. Charles said that the fun is in the <br />building. Significant resource damage and more forts then normal has been observed. <br />7. Public Comments on Items Not on the Agenda <br />No public attended the meeting initially. One community member later attended, but had <br />no comments. <br />8. Discussion Item: Final Draft 2020 OSAB Accomplishments. <br />Each OSAB Lead Person presents their Goal Area. Helen updated the document live. <br />A. Acquisitions: Charles and Missy. <br />Charles added two items as ideas for 2021 goals: to designate a single <br />track/unimproved trail type and to advocate for trail connectivity. Peter commented that <br />the trail policy discussion might fit better under the Resource Management category and <br />the trail connectivity might go under the Wayfinding category. Charles agreed, but <br />countered that trail easements might be part of Acquisitions. Helen asked about <br />Number 3, Action Item 3 and asked which document was being referred to. Laura <br />thought it was the proposed trail ranking document that is now several years out of date, <br />and gave some background on the document. Nathan pointed out that the highest <br />priority for the City is currently the 1041" Street Trail. Ember said that all the trails on <br />OSAB's trail priority list were folded into the Transportation Master Plan (TMP) and the <br />TMP list is probably the most comprehensive trail list currently in the City. She said the <br />prioritization ranking in the TMP might be discussable and the best place to start rather <br />0 <br />
