City Council <br />Meeting Minutes <br />December 8, 2020 <br />Page 3 of 4 <br />Members were supportive of keeping the PUD Review and Waiver Criteria Update and <br />the Old Town Overlay Zone District Update on the list. <br />Members discussed the Potential Ballot Issues for 2021 deciding it is worth continuing the <br />discussion to determine if there is public support for a ballot issue in either 2021 or 2022. <br />Members removed the Front Street Plaza Improvements item from the list noting it is not <br />a priority at this time. <br />There was strong support for the sustainability item but members would like to see more <br />details to understand the specific projects included in this. <br />The consensus was to keep all items rolled over from 2020 and suggested by staff except <br />for the Front Street Plaza Improvements. <br />City Council Annual/Recurring Items <br />Members briefly reviewed the City Council Annual Items and Recurring Items. All items <br />remained on the list. <br />Public Comments <br />Stephanie Rowe, 631 West Street, encouraged the City Council to include a prairie dog <br />management plan on the 2021 work plan. She suggested creating a plan based on the <br />current Lafayette plan. <br />City Council Identified Items <br />Members reviewed the items the City Council suggested for inclusion on the 2021 plan. <br />Members asked staff to find some options related to affordable housing including <br />inclusionary zoning and to determine how to relate this to the diversity, equity, and <br />inclusion efforts, and to align it with the efforts of Boulder County. <br />There was consensus to include on the list the Sustainability/Green Building Code <br />updates and affordable housing tools. Members removed these items: process for <br />establishing Open Space priorities, community engagement on streets and paving; <br />changes to refuse hauling requirements; and larger notification areas for public notices. <br />Members noted they still support these items but feel there is not the bandwidth to <br />accomplish these items this year with everything else. <br />Members asked the Economic Vitality Committee to look into limits on delivery fees as a <br />way to help local businesses with COVID recovery and have the Committee make a <br />recommendation on if Council should consider it. <br />
