Building Code Board of Appeals
Minutes
02/19/09
1. ANSI-700: Mike Jones reported that the ANSI-700 National Residential
Green Building books were ordered. The introduction booklets were in, but the
ANSI-700 books are still being printed. He said these books will be extensive,
and they look to be as large as regular code books.

2. Commercial Green Building ANSI-189.1: Mike Jones said these books
are also on hold at the printer and he doesn't know why. He said the Boulder
consortium has not yet met about it and that these books are still coming.

3. Boulder County Build Smart Program: Mike Jones attended the Boulder
County Build Smart Program meeting earlier this month. He reported that this
was their 2nd meeting. He said there was much "fireworks" going on about Green
Building. At the meeting, Boulder was getting serious push back from the
builders, architects, and contractors. It was presented that builders cannot meet
the HERS ratings because it is impossible. Builders cannot get a standard sized
home to work within the HERS ratings. Boulder County and the HERS
representatives could not agree on rating standards. The entire meeting was a
mess and at a stalemate because the HERS system is not working.

4. City of Boulder Green Points Program: Mike Jones said the City of
Boulder had their meeting the next day after the Boulder County Build Smart
Program meeting. He reported that there was no opportunity for interaction
because the leader just read the HERS Program from a piece of paper. Some
people spoke up that it would be a huge step backward to adopt HERS. Mike
added that Paul Wood was also there in attendance and Paul hoped that
Louisville would also not be interested in adopting HERS. Mike Jones said that
there seemed to be more accuracy in dollar amounts with HERS, and perhaps it
will not cost just $750 per house. He said many of the builders say it is a much
higher cost at nearly $3000 to $5000 extra cost per house. The City of Boulder
permits were expiring (180 days) before they even got issued.

C. Green Building Conversation with Andy Johnson
Mike Jones said Andy Johnson called and said he would not be able to
attend the meeting.

D. Green Building Direction for Louisville
Mike Jones said that Paul Wood understands what the clear picture is and
what we are up against in Louisville. Mike Jones said this Board will make a
recommendation of some form in 2009, however the City Council has bigger fish
to fry, but we will still move forward.
Rex Olson suggested we wait for the National program rather than the
HERS program. He said otherwise it is unrealistic too meet goals.
Mike Jones said he will send the books (when they come in) and everyone
can digest the reading material. He said it is a process and he believes the Board
will come to some clarity in the future on how to proceed.
