City Council <br />Meeting Minutes <br />January 12, 2021 <br />Page 2 of 2 <br />ADOPTION OF 2021 CITY COUNCIL WORK PLAN <br />City Manager Balser stated the work plan as presented tonight includes the input from <br />Council from their December meeting. Items on the plan are grouped into High, Medium, <br />and Low priorities for discussion tonight. Those items marked with an asterisk will likely <br />require more resources (staffing or funding) not currently in the 2021 budget. The goal <br />tonight is to finalize the plan with prioritization and timing of each item. <br />Councilmember Fahey asked that the Sustainability item clearly state it will not just be a <br />study of what projects to do on City facilities but also clearly state that implementation of <br />projects will begin this year. Councilmember Lipton agreed. <br />City Manager Balser reviewed some of the costs staff anticipates for the COVID recovery <br />items noting much of this is unknown at this time. Staff will bring costs forward for Council <br />discussion and approval as needed. Clearly this item is our biggest priority for 2021. <br />Members supported additional funding and staff to support the Economic Vitality program <br />to meet all of the needs of this high priority item. <br />Public Comments <br />Rick Kron, President of the Downtown Business Association, stated he wants to make <br />sure the Main Street closure options are considered in this work plan. He stated the <br />sustainability building code changes could have a big impact on owners of older buildings <br />and wants Council to take that into consideration. He agreed the Design Guidelines need <br />to be updated. <br />Members moved the implementation of the plastic bag tax to the high priority section. <br />Members moved the Affordable Housing Phase 2 item to the medium priority level. <br />City Manager Balser stated that staff hopes to get to each of these items this year but <br />other priorities will emerge during the year and things will be moved around as needed. <br />She added that this year the COVID response will impact much of what we do. <br />Members adjourned at 7:05 pm. <br />Meredyth Muth, City Clerk <br />ADJOURN <br />v. <br />SEAL <br />t Izmann, Mayor <br />
