City Council <br />Meeting Minutes <br />December 8, 2020 <br />Page 2 of 4 <br />City Manager Balser reviewed the purpose of the work plan: it should reflect the City <br />Council's agreed upon priorities for the year; set the City Council calendar and agendas; <br />ensure resources are aligned with priorities; provide a guide to Council's work for both <br />staff and the public; and provide adequate Council time for ongoing and emerging issues. <br />She stated some additional factors that need to be considered include the amount of time <br />staff has to dedicate to these issues with the other work it needs to accomplish; the size <br />and scope of each project; the priority of items; and how items may shift during the year <br />when other items emerge. <br />The proposed 2021 work plan includes those items not completed from the 2020 Work <br />Plan, other projects identified by staff that require Council direction or action; and items <br />identified by Council throughout the year and through a recent survey. She added the <br />Council will also need to review the plan keeping in mind the impacts of COVID on staff <br />capacity, budget, and community involvement. <br />For tonight's meeting the Council is being asked to determine which items will be on the <br />list for 2021. Once the list is set staff will do more work to flesh out details for each item <br />and estimate how much time it might take. The Council will meet again in January to <br />refine and prioritize the list and identify a schedule. <br />Bartsch reiterated the goal tonight is to determine what goes on the list and what does not <br />go on it. <br />Carryforward & Staff Identified Items <br />Council reviewed the proposed list of items that were carried forward from 2020 or <br />suggested by staff. <br />Councilmember Brown noted COVID recovery will need to be the priority for 2021. He <br />would like to see the work be focused on concrete budgetary and legislative efforts and <br />less on planning for work in the future. <br />Members supported keeping Transportation Master Plan Development & Implementation; <br />Economic Vitality Strategic Plan Implementation; Airport Noise Mitigation Efforts; and <br />Diversity, Equity, and Inclusion Efforts on the list. <br />Members discussed the Design Guidelines Update with some members supportive of <br />postponing it to 2022 and others keeping it in 2021. After discussion, members decided to <br />keep it on the list. Members would like some sustainability issues such as green building <br />and dark skies addressed either through the Design Guidelines or building code updates. <br />Members discussed the Open Space Zoning item with some members supportive of <br />moving it to 2022. The consensus was to leave it on the list as it should not be a large <br />impact on work load and is a requirement of the City Charter. <br />
