Open Space Advisory Board <br />Minutes <br />Jan. 13, 2021 <br />Page 3 of 4 <br />B. Introduction of Current Members: The board members introduced themselves, gave <br />their backgrounds, and listed their biggest challenges and favorite aspects of being on <br />the board. <br />C. Peter volunteered for the job of Anneliese's OSAB mentor. Helen will also meet with <br />Anneliese. <br />9. 2021 Housekeeping <br />A. Approve Agenda Posting Locations: City Hall, Library, Recreation/Senior Center, <br />Police Department/Municipal Court, City Website. Peter made a motion to approve the <br />posting locations as listed. Tom seconded. Motion passed unanimously. <br />B. Distribution of the 2021 Open Government & Ethics Pamphlet in the meeting packet. <br />C. Officer Elections: <br />Laura was unanimously elected as secretary. <br />Jessamine was unanimously elected as chair. <br />Charles was unanimously elected as vice -chair. <br />D. Update OSAB Member Contact Information. Ember emailed this document to the <br />board for revisions and then sent the board the final draft. <br />10. Discussion Item: 104t" Street Trail Update. Presented by Nathan Mosley, Director <br />of Parks, Recreation, and Open Space <br />Nathan gave the schedule for progress on the 104th Street Trail. The requests <br />for proposals are out and they are due by the end of January. Evaluations of the <br />proposals will be done by February 1st. Interviews with candidate firms will be February <br />111h. The design team will be in place by late February. There will be an IGA with <br />Boulder County and the City of Lafayette to specify cost sharing, maintenance, rules, <br />and contingencies in case of budget excess. Laura asked if Boulder County and <br />Lafayette are part of the RFP process. Nathan answered that they will be, but Louisville <br />City employee Geoff Nettleton will be the project manager. Helen asked about allocated <br />budget. Nathan said they are budgeting $1.4 million for 2.6 miles of soft -surface trail all <br />the way to the Carol Homburg Preserve. There is a grant from CDOT that helps with <br />this funding. David asked about the trail corridor south of Dillon road and whether there <br />was any flexibility to it. Nathan said that the trail alignment is fairly tightly constrained <br />and that the final plans will come back to OSAB and undergo a public process. David <br />pointed out that there is some question about how this project might possibly connect to <br />or compete with a north -south trail proposed for Redtail Ridge, but the board agreed it is <br />hard to plan around the unknown variables of Redtail Ridge. Anneliese asked for a few <br />clarifications about the project, and board members provided some background. David <br />asked if there will be a connector around the north side of Stearn's Lake. Ember said <br />there is a conservation area wildlife closure on the north side of Stearn's Lake, so it <br />would be easiest to take the trail to the parking lot and connect to trails there. <br />11. Discussion Item: Overview and Future Direction of "The Management of Open <br />Space for Tomorrow" (MOST). Presented by Helen Moshak, OSAB Member <br />Helen presented her slideshow summary of the MOST document. The <br />germination of this project came from former mayor Bob Muckle. Laura and Helen <br />worked on a Tiger Team with Bob to work on a rough draft of the document. The Tiger <br />Team then brought the document to OSAB for further refinement and brainstorming. <br />The document creates a list of priorities, goals, and action items for Open Space. <br />The City's priority for the Open Space department for a long time was land <br />acquisition, but as there are fewer candidate properties available, the investment has <br />5 <br />
