The GDP includes the following development standards that override the standards in
the CDDSG:
55-foot building setback along S.96th Street.
The application complies with this standard. The canopy on Lot 4 is not located within
this setback.
30-foot parking setback along S. 96th Street.
The application complies with this standard. There are no parking spaces within the
parking setback.
Building height.
The GDP allows for buildings up to 40 feet in height in Zone 213. The industrial building
is located in Zone 213 and is approximately 35-feet tall. In Zone 2A, buildings with
slanted roof designs cannot exceed 20 feet in height. The canopy and convenience
store are both at the 20-foot height limit.
CDDSG development standards apply.
The GDP requires that the CDDSG apply to all development, including industrial uses.
In this case, the IDDSG is not applicable for the industrial building on Lot 1.
Enhanced landscaping along S. 96th Street to minimize parking.
The GDP requires that parking fronting S. 9th Street be screened by enhanced
landscaping that exceeds the requirements of the CDDSG. The application complies
with this requirement and additional trees and shrub beds are proposed on the west
side of Lot 4.
Dark Sky Lighting
City Council included a condition of approval of the GDP related to dark sky lighting
design exceeding the minimum requirements in the CDDSG. The application includes
full cut-off LED lighting with a warm light temperature and light levels are reduced below
a typical auto fueling station design. Staff reviewed best practices from sources
specializing in dark sky lighting design and finds that this application is appropriate for a
rural context and still meets minimum safety and security standards. The lighting below
the fuel pump canopy is an average of 10.5 footcandles and the building entry area is
an average of 5 footcandles.
CDDSG Analysis
CDDSG: 1. Site Planning
The application complies with the standards in this section, including all minimum
setbacks and building and site orientation standards as required in the GDP and
CDDSG. The proposal meets the standards for site grading and drainage in the
CDDSG. The applicant proposes the outdoor seating areas for both buildings.
CDDSG: 2.
