The GDP includes the following development standards that override the standards in <br />the CDDSG: <br />55-foot building setback along S.96th Street. <br />The application complies with this standard. The canopy on Lot 4 is not located within <br />this setback. <br />30-foot parking setback along S. 96th Street. <br />The application complies with this standard. There are no parking spaces within the <br />parking setback. <br />Building height. <br />The GDP allows for buildings up to 40 feet in height in Zone 213. The industrial building <br />is located in Zone 213 and is approximately 35-feet tall. In Zone 2A, buildings with <br />slanted roof designs cannot exceed 20 feet in height. The canopy and convenience <br />store are both at the 20-foot height limit. <br />CDDSG development standards apply. <br />The GDP requires that the CDDSG apply to all development, including industrial uses. <br />In this case, the IDDSG is not applicable for the industrial building on Lot 1. <br />Enhanced landscaping along S. 96th Street to minimize parking. <br />The GDP requires that parking fronting S. 9th Street be screened by enhanced <br />landscaping that exceeds the requirements of the CDDSG. The application complies <br />with this requirement and additional trees and shrub beds are proposed on the west <br />side of Lot 4. <br />Dark Sky Lighting <br />City Council included a condition of approval of the GDP related to dark sky lighting <br />design exceeding the minimum requirements in the CDDSG. The application includes <br />full cut-off LED lighting with a warm light temperature and light levels are reduced below <br />a typical auto fueling station design. Staff reviewed best practices from sources <br />specializing in dark sky lighting design and finds that this application is appropriate for a <br />rural context and still meets minimum safety and security standards. The lighting below <br />the fuel pump canopy is an average of 10.5 footcandles and the building entry area is <br />an average of 5 footcandles. <br />CDDSG Analysis <br />CDDSG: 1. Site Planning <br />The application complies with the standards in this section, including all minimum <br />setbacks and building and site orientation standards as required in the GDP and <br />CDDSG. The proposal meets the standards for site grading and drainage in the <br />CDDSG. The applicant proposes the outdoor seating areas for both buildings. <br />CDDSG: 2.
