City Council
Meeting Minutes
February 16, 2021
Downtown and would be aligned with the Highway 42 Urban Renewal Plan. Currently the
LRC has capacity and funding to proceed with the project.
She reviewed the specifics of phase one with sign locations within the Highway 42 Urban
Renewal Area. Next steps would include Council concurrence to pursue this initiative;
preparation of a bid package; choosing a vendor; and Council approval of the final project
once bids are received.
Public Comments
Lexi Adler, chair of the Revitalization Commission, stated the LRC supports this project. It
would work within the existing signage plan so as not to create new work or designs. This
is a high priority of the LRC and its larger vision to enhance the connectivity of the
Highway 42 area with Downtown.
Graham Smith, LRC member, agreed with Adler. The LRC supports this project and feels
it would be a great compliment to downtown. The project should not be overly difficult and
adds a lot of value to the community and helps look beyond 2021.
Mayor Stolzmann asked if existing staff has the bandwidth to add this contract to existing
workload or if staff needs additional help. Director Pierce stated it will be a lift to get out
the initial RFP but staff feels it is feasible and within current capacity. Mayor Stolzmann
stated if help is needed the LRC should fund that.
Mayor Stolzmann stated the 2017 sign plan was not fully adopted so she urged caution
with assuming that was the case.
Councilmember Brown asked why previous Councils have not fully implemented
wayfinding. Director Zuccaro stated in 2016 there were concerns about the readability of
the signs as designed so staff increased sign size at that time to see what might work
better. The existing sign at CTC was installed with that in mind.
Mayor Pro Tern Maloney noted there were concerns with readability in 2017 but it was not
a concern that we need signage. He stated staff knows these concerns and will address
them. This item was approved by Council as a part of the 2021 LRC budget so Council
would be remiss in denying this now. This project aligns with the transportation access
items Council supports and he supports moving this forward.
Councilmember Leh stated he supports moving this forward and knows staff will address
any readability issues.
Councilmember Lipton stated the sign package as a whole was vetted and reviewed by
the public, Planning Commission, and Council. While there was not unanimous
agreement on the package and designs, on a whole there was support for the project.
