He <br />thought it would be awkward to create an agreement on the fly that tied the stay to the <br />assessment obligation. <br />Haley asked if this was a property that the Commission wanted to document with an <br />assessment. <br />Dunlap noted that the Commission did have the history from the Louisville Historical Museum, if <br />the Commission was not really interested in the structural part. <br />Ritchie stated that she did not think there was a harm in authorizing the HSA and leaving it up to <br />the applicant's discretion while at the same time releasing the permit, which left the applicant six <br />months to complete the demolition. <br />Haley asked if the Commission could grant probable cause without putting a stay. <br />Ritchie replied that there was no requirement to place a stay when finding probable cause. <br />Haley asked how the Commission felt about finding probable cause without placing a stay. <br />Klemme stated that she felt comfortable with that option. <br />Haley asked if assessments included projected costs. <br />Ritchie replied that they could include projected costs, but those numbers could go up when the <br />homeowner started to seek bids. They worked as a rough ballpark estimate. <br />Zuccaro added that he did not know that the criteria required cost estimates. <br />Klemme made a motion to find probable cause and Keller seconded. Motion approved <br />unanimously by roll call vote. <br />Klemme moved to release the demolition permit and Dunlap seconded. Motion approved <br />unanimously by roll call vote. <br />834 Lincoln Avenue: A request to find probable cause for a landmark designation to allow for <br />funding of a historic structure assessment for 834 Lincoln Avenue. <br />• Applicant: Noah Kaufman and Tammy Fredickson <br />• Staff: Lisa Ritchie, Senior Planner <br />Ritchie shared that the house had retained its original form with numerous additions in the back <br />and with some exterior elements that have been replaced over time. She explained that the <br />structure was likely built in Denver in the 1950s and then placed in its current location in 1961. <br />Ritchie shared the social significance of the Pollock family, who were residents of the house. <br />Staff found that the structure met architectural and social significance criteria. <br />Dunlap asked how a concrete block house was moved from Cherry Creek to Louisville. <br />5 <br />
