SUBJECT: COMMUNITY ENERGY DISCUSSION <br />DATE: MARCH 9, 2021 Page 4 of 13 <br />Electric vehicle support and infrastructure <br />Home & business water conservation efforts (Resource Central) <br />Zero waste infrastructure, education, and incentives (local composting solutions, <br />upgrades to Boulder County's recycling center, etc.) <br />Six percent (roughly $420,000) of annual revenue proceeds are allocated for the <br />expansion of the Environmental Sustainability Matching Grant program, which Louisville <br />currently uses to partially fund the Sustainability Coordinator position. Three percent of <br />the revenue (roughly $210,000) is used for the creation of an innovation fund to <br />advance environmental sustainability. The ordinance gives authority to the BOCC to <br />revise these percentages over time. <br />CITY CLIMATE ACTION GOALS: <br />City Council adopted Resolution 25-2019, setting clean energy and carbon emission <br />reduction goals, which includes both municipal and community -wide goals. The <br />community -wide goals are as follows: <br />• Generate 75% of Louisville's residential and commercial/industrial electric needs <br />from carbon -free sources by 2030 (current community -wide is at 32%) <br />• Reduce core community GHG emissions annually below 2016 baseline (163,950 <br />mtCO2e from electricity/natural gas consumption) through 2030 <br />The City recognizes the transition to a low -carbon community is reliant on the efficient <br />use of clean energy resources that will provide a range of benefits, including improved <br />air quality, enhanced public health, increased national and energy security, local green <br />jobs, and reduced reliance on finite resources. <br />REGIONAL ALIGNMENT: <br />The intent of a Climate Action Tax is to provide funding to develop and/or expand <br />programming, projects and other opportunities to achieve the community's climate <br />action goals while supporting equity and economic vitality. A Climate Action Tax could <br />also support regional efforts related to climate action. <br />Entity <br />Sustainability Goals <br />Boulder County <br />- Reduce county GHG emissions by 45% below 2005 levels <br />by 2030 <br />State of <br />- Statewide GHG emissions by 26% by 2025, 50% by 2030, <br />Colorado <br />and 90% by 2050 by 2005 levels <br />- Transitioning toward a resilient, low carbon economy will <br />require investments, regulations, and other measures by the <br />state as well as federal and local governments <br />Xcel Energy <br />- 100% carbon -free electricity by 2050 <br />- Reduce carbon emissions by 80% by 2030 by 2005 levels <br />- Xcel has noted that 100% carbon -free will require local <br />support and investment <br />CITY COUNCIL COMMUNICATION <br />
